121Uncorrected/ Not for publication- 08.12.2009tariff cuts will be taken. There is also the issue of what was raised byShri Arun Jaitley about the farmers from the big countries, the richfarmers and if there is a surge, how to protect our farmers? Sir, it isvery clear, again, besides the special products, the second is theoperational and effective special safeguard mechanism. They have to beless burdensome; they have to be easily operational because it is notonly the volume surge, even if there is a price distortion or price dip,the discussions are going on about the trigger, but, this is to protect ourfarmers and our agriculture sector. And also, the question raised, andrightly so, by the rich countries whether it is the United States ofAmerica or Canada or the European Union where huge subsidies aregiven to the farmers, price support is there. Subsidies are also given, asthe hon. Leader of the Opposition knows, to keep the production low.So, there are all kinds of subsidies which are trade distorting, which arenot acceptable. India, along with its coalition partners has made it veryclear that these subsidies shall have to be drastically cut. The developedcountries, America and the E.U. will have to make deep cuts in thesubsidies, minimum 70 per cent, and this is still being negotiated. So,there is no question of accepting a situation where these tradedistortions and these huge subsidies shall be allowed and an agreementis reached. There cannot be any agreement with these subsidies inplace. I can assure you. There is also the issue of tariff simplification and tariff capping ofthe developed countries; the issue of developed countries tariffs inagriculture. And there, India is engaged, once again, very pro-activelywith G-20 and G-33. Since this matter was raised just now by an hon.
