Has the Government created a roadmap to havetransparency, before going for talks or negotiations, for the commonmen, i.e. agriculturists and stake holders? Many of the people have saidthat parliamentarians are to be taken into confidence; the stake holders,agriculturists and the entire section of the people who are going to beaffected by the negotiations have to be taken into confidence beforegoing for talks, and also during the course of the talks. We feel thatsomewhere it is missing. When regional talks were held by the ASEANcountries, people from Kerala started saying that they were notconsulted and things like that. Over and above that, some chamberconsultation was done by the hon. Minister also. That type of allegationshould not come up again. There should be a full-fledged discussioneven at the level of villages to see that WTO is really meant for thewelfare of the people, and also for the welfare of agriculturists. In whichway NAMA is going to help them; in which way they are going to beaffected and how they can overcome it; these are things to bediscussed before we go for negotiations. We first enter into negotiationsand, then, tell them that this is the thing happened. Therefore, weoblige for that. Rather, we have to prepare ourselves first. It is ademocratic nation and we are part of the democratic process of WTO.
