Core Strategy policy seeks to extendWembley’s retail offer, and this could potentiallyimpact on existing centres if it is allowed to developin an un<strong>plan</strong>ned way. The vision for Wembleyidentifies a number of specific town centre usesacross the area, including meeting localconvenience needs within the existing Wembleytown centre, providing service related retail atWembley Park for Stadium visitors and providingmore specialist or niche retail uses across the newpart of the centre extending to the east of the HighRoad.8.17 Planning policy for the town centre shouldbe sufficiently flexible to allow for <strong>app</strong>ropriatedevelopment to be attracted to the area, which willexpand the town centre, whilst protecting the keyroles that different parts of the area perform,especially in meeting the needs of the localcommunity. For this reason it is consideredimportant that these different roles are made explicitand that they should be protected and enhancedwhere <strong>app</strong>ropriate.Figure 8.1 Diagram from Wembley Master<strong>plan</strong> showingindicative roles for parts of the area8.18 The boundary of Wembley town centredefined in the Core Strategy takes account of, andincludes, land where consents have been grantedfor retail expansion. This includes land at SouthWay close to Wembley Stadium station as well asthe proposed outlet centre, cinema, etc., currentlyunder construction to the west of the Stadium.However, since the Core Strategy was adopted in2010, consent has been granted for a further30,000 sq m of new floor space on the NW Landsto provide a new shopping street between the twocentres. When all schemes are implemented, therewill be largely continuous active frontage fromEaling Road to Bridge Road. It is logical to definethe town centre from Wembley Park to Ealing Roadas shown on Map 8.1. This includes the officebuildings and hotel on the east side of OlympicWay. Within this, the long-standing designatedPrimary and Secondary frontages will remainlargely as currently defined for the present, althoughthe council is committed to reviewing these oncethe new retail and leisure developments (Quintainstage 1 and North West Lands) are built out andopen.
