66Wembley Area Action Plan - Proposed Submission Version6 TransportWEM 16Car parking standardsThe council will adopt car parking standardsin Wembley as set out in the tables above.The council will promote the implementationof car-free development where it can beassociated with good public transportaccessibility.Public Transport6.27 The implementation of the Three StationsStrategy over the last 10 years means that the area,which was already a destination where the primarymeans of access was by public transport, is evenbetter served by its rail and Underground stations.In assessing the likely travel impacts of futuredevelopment, it has been concluded that a furthermodal shift towards public transport usage will benecessary if the level of development <strong>plan</strong>ned foris to be accommodated without resulting inexcessive congestion around the road junctions.Picture 6.2 Wembley Park underground station6.28 While rail and underground provides goodradial connections, orbital access and in particularconnections to the major centres of Ealing andBrent Cross, and the major employment areas ofWembley Park and Park Royal is poor are providedby bus. Many of the orbital routes suffer from highlevels of congestion making bus a less attractiveoption for these journeys.6.29 As development intensifies, and in order toencourage investment in <strong>app</strong>ropriate developmentin line with regeneration initiativesand furtherregeneration, improvements to orbital connectivityand linkage with key centres will be pursued. Brent,together with neighbouring local authorities andpartnerships, has been supportive of new and/orimproved connections and is promoting suchinitiatives with Transport for London as part of itsinvolvement inthrough the councils input into theWest Sub Regional Transport Plan. However, itmust be recognised that such initiatives require thecouncil to justify to Transport for London that anyimprovement proposals are compatible andconsistent with the West Sub Regional TransportPlan. Proposals may subsequently require fundingsupport for Transport for London, and requests foradditional services will need to be prioritised againstother requests. In addition, the council is currentlyworking with Transport for London on developingfuture Bus Strategy for Wembley which will identifya viable future bus network which supports futuredevelopment phasing together with identifying thebus infrastructure required to support that network.It is recognised that any changes to the bus networkwill have to be agreed with TfL and that changeswill not be restricted to the proposals set out in thisAAP.6.30 There is currently work being undertakenby Transport for London Rail to explore options forlinks between Old Oak Common and Brent Crossvia the Dudding Hill line in relation to thedevelopment of Old Oak Common interchangestation between High Speed Rail 2 (HS2) andCrossrail. A station could potentially be located atNeasden providing interchange with the Jubileeline. In addition, Transport for London and NetworkRail are exploring the potential from some Crossrailservices to run from Old Oak Common onto theWest Coast Mainline and onwards to Hertfordshireand beyond. These services would likely call atWembley Central.
