This newlegislation offered the Council and local residents greater power tocontrol the number and location of lap dancing clubs and similarvenues in the borough. A policy to control all types of sexestablishments was also agreed at this meeting.Section 2.2.5 of the Full Council report stated ‘it is considered that areduced fee would be appropriate for renewal, transfer and variationapplications, which will be agreed at the Council’s next annual reviewof fees and charges’.This amendment of fees was not reflected in the Council’s annualreview of fees. All Sex Establishments are currently charged thesame for new and renewal applications which was not the intention ofthe Full Council decision.
