Non-performance against an award of a communitycontribution may be one factor taken into account in the considerationof the renewal of a flexible tenancy.Tenancy Succession5.6 With flexible tenancies (i.e., local authority and private registeredproviders) there will be no right of succession, apart from the statutoryrights of a spouse, civil partners or partner which will not entail thecreation of a new tenancy. On the death of a joint tenant, the survivingjoint tenant will become the sole tenant and is the successor for thepurposes of legislation. Where there is no tenancy succession, theCouncil will seek possession of the home within a reasonabletimeframe, not more than six months. More detail on tenancysuccession can be found in the Council’s Housing Allocation Scheme.Multiple Needs5.7 The Council will have due regard to the multiple needs of applicantsand will liaise with other departments of the council, principallyChildren’s and Adults’ Services. The onus will be on the applicant toinform Housing Options of any needs and existing contact they havewith other council officers to ensure the respective needs can be takeninto account. The Council understands the scale and scope of somevulnerable households needs. The Council will seek to ensure thatnecessary advice and support is made availableLength of Tenancy Renewals5.8 Where the Council renews tenancies, these will generally be for thesame period that they were originally granted, except in the case of 18-25 year old groups who will move from two year tenancies to five yeartenancies, i.e., one year introductory tenancy and four year fixed term(subject to the tenant’s/tenants’ wishing to renew their tenancy) if theHousing Registration criteria identified above have been met. Inexceptional circumstances, a 2 year tenancy may be granted followinga 5 year term if there has been a breach of one or more of theconditions of tenancy. There will be no introductory (or probationary)tenancy for renewals unless there are exceptional circumstances whichwill be considered and approved by the panel of senior housingofficers. Such circumstances could include persistent late and/or nonpaymentof rent and/or service charges; anti-social behaviour includingcausing loss of other tenants’ quiet enjoyment of their home.Review Procedures relating to the Offer of a Flexible Tenancy andFlexible Tenancy Renewals5.9 An applicant may seek a review of the offer of a flexible tenancy or adecision not to renew a flexible tenancy.
