Building a Housing Ladder of Opportunity – Housing Allocation SchemeANNEX 3 – HAMMERSMITH & FULHAM HOUSING BANDS Band 1: Urgent Need to Movedue to Reasonable Preference PLUS additional priorityEmergency medical ordisabilityReasonable preferencecategory S.167(2)(d)Exceptional CircumstancesWelfare and HardshipCriteriaReasonable preferencecategory S.167(2)(e)Exceptional need to moveReasonable preferencecategory S.167(2)(e)Disability need to move onhardship groundsReasonable preferencecategory S.167(2)(d)Summary Guide of Criteria *• Where an applicant’s condition is expected to be terminalwithin a period of twelve months and re-housing is required toprovide a basis for the provision of suitable care.• The condition is life threatening and the applicant’s existingaccommodation is a major contributory factor.• The applicant’s health is so severely affected by theaccommodation that it is likely to become life threatening.• The applicant is unable to mobilise adequately in theiraccommodation and requires re-housing into accommodationsuitable for their use.• The applicant’s accommodation is directly contributing to thedeterioration of the applicant’s health such as severe chestcondition requiring intermittent hospitalisation as a result ofchronic dampness in the accommodation and the condition ofthe property cannot be resolved within a reasonable period oftime – usually 6 months.• Where overcrowding in the property leaves the applicant atrisk of life threatening infection.• Emergency need to move determined by the Council andauthorised by the Director Housing Options, Skills andEconomic Development or equivalent.• Applicants who need to move due to domestic abuse, extremeviolence or extreme harassment.• Extreme violence or harassment will be verified by the Policeand/or other agencies as necessary. This may include where amove is necessary to protect a witness to criminal acts.• Agreed in exceptional circumstances due to significantproblems associated with the tenant’s occupation of a dwellingin the social or private rented sector and there is a high risk tothe tenant or their family’s safety if they remain in thedwelling/area. For social housing tenants transfers will be toproperties of the same size or smaller if they are underoccupyingand type where required, but locations or areas arelikely to change.• This is any applicant who needs to move to suitable adaptedaccommodation because of a serious injury, medical conditionor disability which he or she, or a member of their household,has sustained as a result of service in the Armed Forces38Page 421
