Building a Housing Ladder of Opportunity – Housing Allocation Schemehousehold budget and also provide an opportunity for such households to savemoney towards a deposit for a low cost home ownership option.2.46 Separate qualification criteria will apply to those persons on the Home BuyRegister who qualify for an allocation under a Local Lettings Plan. Persons whoqualify will need to meet all of the following criteria:1. Eligibility within the terms of this Housing Allocation Scheme2. Registration on the Home Buy Register3. Successful application to be considered for a tenancy under a Local LettingsPlan meeting any specified qualifying criteria4. Local Connection within the terms of this Housing Allocation Scheme (unlessthe applicant falls within Armed Forces Qualification Regulations)5. Satisfying the income threshold set out in paragraph 6.82.47 The Council will from time to time set procedures for the operation of the schemeto allocate to applicants from the Home Buy Register and these procedures mayinclude criteria for establishing priorities between persons who qualify. Theseprocedures may include giving priority to those within the reasonable preferencecategories2.48 The Council’s broad approach will be to prioritise households from the HomeBuyRegister for Affordable Rent accommodation available from Private Registeredproviders (principally housing associations). Where the Council wishes toprioritise applicants who meet criteria associated with a Council-approvedscheme which helps deliver housing options for one or more of the communitycontribution groups identified in Annex 2, these applicants may be prioritised forCouncil rented accommodation.2.49 The Council will monitor the impacts of this approach on both its HousingRegister and Home Buy Register. It will need to ensure and make necessaryinterventions to ensure that the number of households drawn from the HomebuyRegister who are not in a reasonable preference category do not dominate theHousing Allocation Scheme. It will also seek to ensure that the rules governingeach of the approaches are broadly aligned.2.50 Before introducing a local lettings plan, the Council will consult with those whoare likely to be affected, which shall include the residents of the scheme/areaimpacted by the plan and local social landlords.
