Building a Housing Ladder of Opportunity - Housing Strategydiversifying tenures on Council estates; raising the quality of housingeither through comprehensive refurbishment or redevelopment;maximising urban densities particularly where there is developedtransport infrastructure; and creating local employment opportunities.Whether through a development partner or the Council’s Local HousingCompany, creating more low cost home ownership choice through itsasset management approach will be a key driver for change.To tackle economic and social polarisation, the Council will:- Encourage council tenants to take up their right to buy and developalternative approaches such as ‘slivers of equity’ that enable tenants to earnadditional equity from meeting tenancy obligations and making communitycontributions- Implement a Housing Allocation Scheme that will give greater priority topeople with a local connection who can make a community contribution,including working households and ex-armed service personnel- Implement a Tenancy Strategy that introduces flexible tenancies, helping toimprove mobility in the affordable rented sector- Implement Local Lettings Plans where needed to encourage more balanced,sustainable communities- Implement a Homelessness Strategy which supports preventativeapproaches to homelessness- Develop and implement a council housing stock asset management strategy17Page 377
