These may arise from increasing the supply of new affordablehousing (including homes that meet the lifetime homes standard andhomes that are wheelchair accessible); and, adoption of a housingallocation scheme that gives priority to people meeting statutoryreasonable preference criteria.2. There are likely to be negative impacts on age, disability, pregnancyand maternity, race and sex protected groups. These may arise fromadoption of the Housing Allocation Scheme; Tenancy Strategy; andHomelessness Strategy and are detailed further below.Housing Allocation Scheme8.7 The analysis of equality impacts of the adoption of the HousingStrategy on protected groups as defined by the Act shows that:1. There are likely to be positive impacts on age; disability; marriageand civil partnership; pregnancy and maternity; race; sex; and sexualorientation protected groups. One of the guiding principles to the newHousing Allocation Scheme is that applicants will need to meet one ormore of the needs based reasonable preference criteria. Whereapplicants do not have a defined need, they will not be able to accessthe register (unless there is a Local Lettings Plan in place). Anotherguiding principle is the adoption of a more flexible, customer focusedapproach to allocations. This will allow officers to match householdneeds and preferences in a direct manner for applicants from protectedgroups, as opposed to relying on a choice based lettings approachwhich people from protected groups have not always found userfriendly.2. There are likely to be negative impacts on age; race and sexprotected groups as private rented sector housing is expected to beincreasingly used to meet both homelessness need but also otherhousing applicants’ needs. These impacts can be mitigated by ensuringthat the private rented housing meets CLG homelessness guidanceregarding suitability and quality grounds as set out in statutoryregulations which have yet to be published. The impact of placingapplicants from protected groups in the private rented sector itselfcannot be mitigated because these groups are highly representedamongst the current cohorts of homeless people.Page 356
