This shall includeareas such as information sharing, anddeveloping joint assessment processes forallocations to sheltered accommodation.The Sheltered-Extra Care Joint Project Groupcontinues to meet with an amended terms ofreference and agenda to facilitate these aimsThe group set out a clear SMART Action Planwhich is sent to the Members who sit on theJoint Project Board on a Monthly basis(i) Terms of Reference agreed (ii) SMARTAction Plan agreed (III) Monthly Monitoringreports sent to Members (iv) Regular ProjectBoard meetings with Members are agreedand diarisedHRD, ASC ProjectBoardOngoing TBDLHRD and ASC review the needs of ourcurrent residents. There are concerns that thecurrent allocation system may have lead toinappropriate allocations to shelteredaccommodation. A review will establishresidents short, medium and long term needsand assist in future planning of services, andthe provision of services. It should alsoquantify the issue of supply and demand toensure the current provision is adequate,rather than an overprovision.A needs assessment of some form is carriedout by HRD and ASC (actual depth andbreadth to be judged by Officers based uponcost and benefits analysis). The result will beused to inform and determine future policyand/or procedure recommendations made toMembersOfficers have sufficient knowledge of currentusers, and future needs, make informedrecommendations to Members(i) Scope of the needs analysis determined byofficers (ii) Research carried out (iii) Datacollated and analysed (iv) Need for policy orprocedural changed determined (v)Recommendations for policy or proceduralchange made to Members with completedRisk Analysis and Equalities ImpactAssessmentHRD, ASC None01/09/12 TBDLHRD to take account of the review findings infinalising LBHF’s revised Housing AllocationsPolicy, which is currently out for publicconsultation, prior to formal adoption. Inparticular, to ensure that those in housingneed where ASC are currently providingsupport are appropriately prioritised in thenew, reduced, Housing Register.HRD will work with ASC to agree a reviseddefinition and physical attributes fordesignated sheltered accommodation.Properties will be required to be “fit forpurpose” and meet modern criteria. Thiswould be known as the “H&F standard formodern sheltered accommodation”.Joint meetings are held between HRD andASC to ensure the findings from the CBREand Cabinet reports are understood and,where applicable, fed into the revisedAllocations PolicyA definition will be agreed designatedSheltered Accommodation in the Boroughconsisting of 2 categories (a) existingdwellings and (b) new dwellingsThe revised Allocations Policy demonstrates ithas acknowledged the CBRE report findingsand Cabinet report, and is signed off as "fit forpurpose" by the CouncilA definition exists fro designated ShelteredAccommodation in the Borough and allexisting and future provision is graded againstthis definitions as either (a) Fit for purpose,(b) Suitable for upgrade (c.) Not suitable forupgrade(i) Joint meetings held (ii) Allocations Policyamended if necessary (iii) Revised AllocationsPolicy (with completed Risk Analysis andEqualities Impact Assessment) is presentedto Council (iv) If implemented, the revisedpolicy is monitored to ensure it continues tobe "fit for purpose"(i) Definitions agreed (ii) All appropriate newproperties designed to meet minimumstandard for Sheltered Housing (iii) Existingproperties assessed under defined system(iv) Strategy prepared to resolve propertieswhich do not meet fit for purpose standardand are not suitable for upgradeHRD, ASC NoneHRD, ASC TBDOngoing TBDL01/09/12 TBDLNotwithstanding the anticipated “H&Fstandard for modern shelteredaccommodation” it was agreed thatbedsit/studio apartments were not appropriatemodern accommodation and should bephased out as soon as practically possible.Bedsit/studio accommodation is only currentlyprovided in Edward Woods and UnderwoodHouse.HRD to phase out the use of Bedsit/Studio forSheltered AccommodationBedsit/Studio accommodation no longermanaged in the Sheltered AccommodationPortfolio(i) Void bedsit/studios are not offered topersons registered for ShelteredAccommodation (ii) Current residents to beoffered transfers to suitable accommodation(iii) Transitional plans are put in place inconsultation with existing residents who donot want to transfer (iv) a local lettings plan forthese properties is devised and implementedwhilst transitional plans are in forceHRD Residents01/08/12 TBDLTopicRecommendation 6EXTRA CARE PROVISIONJOINT WORKINGRecommendation 5Recommendation 4Recommendation 3Recommendation 2Recommendation 1RefPage 335SERVICE REVIEW
