Akey driver is to provide sustainable, fit for purpose accommodation thatmeets the corporate objective of delivering high quality, value formoney services. Whilst the outcome of the review of the ShelteredHousing Stock cannot be predetermined, a primary objective is todeliver an additional 105 units of Extra Care accommodation within ourexisting Sheltered housing stock to support the operationalrequirements of Adult Social Care. Current stock will be assessed forpotential conversion as part of the Review.3.2 MB thanked all parties for their attendance and advised that that the mostsubstantial item for discussion was the draft Strategic Review of ShelteredHousing Stock and Provision of Extra Care Units in Hammersmith andFulham – Phase 1: Summary Report and Key Findings from CBRE circulatedin advance of the meeting. The meeting would begin with CBRE presentingtheir report, and taking questions from the members on any issues whichrequired clarification.Page 3271
4.0 CBRE Report4.1 MA gave some background on his organisation. CBRE is the world's largestcommercial real estate advisor, and relevant for this assignment, withcolleagues who specialise in areas such as Care and Health facilitiesprovision at both national and international levels. Moreover CBRE werefocused on assisting clients to implement solutions in addition to providingreports to support evidenced based decision making. As a result the reportwas able to address more than a conventional survey which advised on thecurrent fabric of the buildings, but also covered the practicalities of provisionand means of facilitating it.4.2 The report was the executive summary of the detailed reports on eachscheme, however it was detailed enough to draw a number of conclusionsand recommendations which were clearly set out in the report. MA highlightedthese points, and the methodology employed to arrive at them4.3 CBRE then focused Members attention to the latter sections of the reportwhich drew upon their specialist knowledge of the sector, and gave somedetailed background on how the Council could meet its objectives of providingExtra Care, including development options and financing, and invitedquestions from the Members.4.4 The conclusions and recommendations from the CBRE reports were clearlyset out and Councils responses are set out in the table below:CBRE ConclusionConclusion 1: We conclude that other than the notedexceptions, the stock is currently in sound condition, meets theneeds of residents under the current policy for sheltered housingand is likely to be manageable for the short term (up to 10years).Conclusion 2: We conclude that based on the demand profileprovided, none of the schemes can be considered unsuitablefrom a demand perspective. Any change to the shelteredaccommodation schemes should therefore be based on othercriteria.
