2. THE APPOINTMENT OF CBRE AND THEIR REPORT2.1 The Brief for the survey was put out to competitive tender via the LondonTenders Portal, and was awarded to CB Richard Evans (CBRE). CBRE is theworld's largest commercial real estate advisor, and relevant for this assignment,with colleagues who specialise in areas such as Care and Health facilitiesprovision at both national and international levels. Moreover CBRE are skilled inassisting clients to implement solutions in addition to providing reports to supportevidenced based decision making.2.2 The CBRE Executive Summary Report is attached as Appendix 1.3. RECOMMENDATIONS FROM THE STRATEGIC REVIEW OF SHELTEREDHOUSING PROJECTBOARD FOLLOWING CONSIDERATION OF THE CBREREPORT3.1 On 19 July the Strategic Review of Sheltered Housing Project Board met toconsider the CBRE report, and to challenge and clarify the findings of the reportwith senior officers from CBRE. The membership and minutes of this meeting areattached as Appendix 2.3.2 The conclusions and recommendations made by the Strategic Review ofSheltered Housing Project Board are set out in the sections below.4. PROVISION OF EXTRA CARE BY CONVERSION FROM EXISTING STOCK4.1 Further to the Terms of the joint decision by the Cabinet Members for Housingand Community Services, the Strategic Review undertaken by CBRE hasconcluded there is no practical ability to deliver <strong>10</strong>5 units of Extra Care fromconversion of existing stock.4.2 Recommendation 1: Phase 2 of this project, the provision of additional ExtraCare units, is primarily an issue for Adult Social Care (ASC) as the emphasis willbe on commissioning of services. However, the Housing and RegenerationDepartment (HRD) have offered to continue to give whatever practical adviceand assistance as necessary and Transformation Board will be updated5. JOINT WORKING5.1 Members noted this project had forged a good working relationship betweenHRD and ASC. This good practice anticipated, and is now endorsed by, the draftCare and Support Bill. Housing and Social Care departments will be required towork together to effectively to meet the needs of vulnerable people.5.2 Recommendation 2: HRD and ASC continue to explore a closer workingrelationship which prioritises the needs of the service user. This shall includeareas such as information sharing, and developing joint assessment processesfor allocations to sheltered accommodation.Page 3193
