A key aspect of this approach was to considerwhat good looked like and develop a qualitative based outcome framework rather than rely on ‘bean counting’ and quantitative datarelating mainly to processCP panelThe LSCB presented a report to the LSCB in June 2011 outlining the development of this multi agency panel which focused onchildren that had been subject to plans for over 12 months. Ofsted had concerns for those cases where it was difficult to engagefamilies.It has been difficult to measure what sort of difference the panel has made on cases, though evident that between April 2011 andApril 2012 there has been a reduction of from 58 children subject to plans over 12 months to just 30 children. This represents a fall ofapproximately 50%, which in turn has helped to reduce the overall numbers of children subject to plansIt has also been evident that a significant number of the cases were of young parents who had previously been care leavers anddomestic violenceThe group has focused on ensuring that outcomes within CP plans were focused with clarity in respect of the outcome, the actionand timescalesPage 260Section 11 Audit and Case ReviewsThe Subgroup has coordinated the carrying out of multi agency reviews by Rosalind Walker and Kathy Bundred. These have focusedon core groups and the effectiveness of initial CP conferences.
