Groundwater flooding is caused by the emergence of water on the surface due to thewater table rising. It can result in the flooding of surface or sub-surface infrastructureand can cause damage to foundations by reducing their load-bearing capacity.1.14. The Environment Agency has established monitoring and warning arrangements forthe chalk aquifers in its South-West, Southern and Thames regions but there aresignificant technical problems associated with groundwater flood risk assessment.This is because the models that have been designed for conventional hydrologicalevents have a limited applicability to groundwater.1.<strong>15</strong>. The Council, as the Local Flood Authority, has the lead role in assessing the risk ofgroundwater flooding. This includes collecting historic groundwater floodinginformation, extending the monitoring and warning systems and awareness-raisingactivities.GROUNDWATER FLOODING: Mapping1.16. The Preliminary Flood Risk Assessment indicated that surface water flooding is farmore frequent in the borough. Nonetheless there is a substantial number of historicalgroundwater flooding events identified through information provided by theEnvironment Agency and Thames Water. The damage associated with groundwaterflooding is believed to be significantly greater than that associated with river andsurface flooding, due to the fact that the water can remain above the surface for longperiods of time.Recommendation One: Flood Risk MappingIt is recommended that the Council seek to identify high risk flooding areas usinghistorical data and by recording flooding events as they occur.Recommendation Two: The Flood Water Management PlanIt is recommended that the Council undertake a review of the current Surface WaterManagement Plan.Recommendation Three: Pooling ResourcesIt is recommended that the Council assess whether it would be appropriate to poolits resources with neighbouring Local Lead Flood Authorities, either on a pan-London basis or through the tri-borough arrangements, to ensure that the Councilhas sufficient technical expertise to enable it to discharge its responsibilities underthe Flood Water Management Act and the Flood Risk Regulations.- 16 -Page 175
