Recommendation Six: Rainwater RetentionIt is recommended that the Council assess what mechanisms it can introduceto either temporarily or permanently hold back rainwater, with a particularemphasis on limiting water flowing rapidly from the north of the borough tothe south of the borough.Financial & Resource ImplicationsExisting resources can be used to continue to asses what mechanisms could beintroduced to hold back rainwater, there are no additional costs associated with this.The update to the Surface Water Management Plan will include the identification ofany actions to be implemented to hold back rainwater. The resource and financialimplications of the SWMP update are covered in recommendation 1.The resource and financial implications of any schemes that are identified wouldneed to be assessed on an individual basis and would be dependent on theschemes identified.Recommendation Seven: Bio-diversityIt is recommended that the Council set biodiversity targets over a five yearperiod. These targets should include, but not be limited to, the number of newtrees planted, the number of swales introduced and the amount of newmeadow grass added to the borough.Financial & Resource ImplicationsThe resource and financial implications of this recommendation would be dependenton the targets identified.Recommendation Eight: Environmental GrantsIt is recommended that the Council consider approaching environmental trustsand agencies, including the Western Riverside Environmental Fund, the SITATrust, the Million Ponds Project, the Forestry Commission, the WoodlandTrust, London Orchard Project, the Capital Growth Fund, the Heritage LotteryFund and the Environment Agency, to apply for support towards for anyproject the Council intends to undertake which has an emphasis onbiodiversity and green infrastructure.Financial & Resource ImplicationsThe resource and financial implications of any schemes that are identified wouldneed to be assessed on an individual basis and would be dependent on theschemes identified.Recommendation Nine: Porous PavingIt is recommended that the Council undertake a feasibility and costassessment as to whether porous surfaces would be a suitable material to useon (i) highways, (ii) footpaths and (iii) hard standing areas and if the Councildeems porous paving a feasible and cost-effective alternative, establish- 6 -Page 165
annual targets for replacing existing paving in line with ongoing regenerationand maintenance work.Financial & Resource ImplicationsSome external assistance through consultants may be required to undertake thefeasibility and cost assessment, with the project managed by in-house officers.
