Recommendation Four: Green RoofingIt is recommended that the Council approach the Department forEnvironment Food and Rural Affairs (DEFRA) to enquire about theavailability of funding for a pilot programme using financial incentives toencourage the development of new or retrofitted green roofs on preselectedsites.Suggested Executive Decision: APPROVEDRecommendation Five: Flood Risk AssessmentsIt is recommended that the Council require planning applicants toprovide a detailed flood risk assessment, placing a particular emphasison any application for a basement development. This assessmentshould include an acknowledgement from the applicant that theyunderstand surface water flooding risk and also require them to statewhat sustainable drainage systems (SUDs) they intend to incorporateinto their development. If an applicant does not intend to incorporateany SUDs they should be required to explain why their development willnot have any detrimental impact on surface water flooding in theborough.Suggested Executive Decision: Endorsed and referred to the Transport& Technical Services department for a decision on implementationwithin the Council's existing Submission Development Managementpolicies approved by Council in October 2011.Recommendation Six: Rainwater RetentionIt is recommended that the Council assess what mechanisms it canintroduce to either temporarily or permanently hold back rainwater, witha particular emphasis on limiting water flowing rapidly from the north ofthe borough to the south of the borough.Suggested Executive Decision: APPROVEDRecommendation Seven: Bio-diversityIt is recommended that the Council set biodiversity targets over a fiveyear period. These targets should include, but not be limited to, thenumber of new trees planted, the number of swales introduced and theamount of new meadow grass added to the borough.Suggested Executive Decision: Approved in principle and a moredetailed report on the targets be submitted to the relevant CabinetMember.Recommendation Eight: Environmental GrantsIt is recommended that the Council consider approaching environmentaltrusts and agencies, including the Western Riverside EnvironmentalFund, the SITA Trust, the Million Ponds Project, the ForestryCommission, the Woodland Trust, London Orchard Project, the CapitalGrowth Fund, the Heritage Lottery Fund and the Environment Agency, toapply for support towards for any project the Council intends toPage <strong>15</strong>4
