This is a new EIA which analyses the impactof the CPO.The relevant recommendations of the Cabinet report are3. That a compulsory purchase order be made and thereafter that confirmation be sought from the Secretaryof State for the use of compulsory purchase powers for the acquisition of all relevant property interests (as setout in Section 2 of this report) required to facilitate the implementation of the proposed scheme ofdevelopment and regeneration at Shepherds Bush Market.Page 1304. That approval be given to enter into a CPO Indemnity Agreement with Orion Shepherds Bush group ofcompanies generally in the terms set out in this report and Appendix B.For the purposes of analysis of impact on protected groups, this EIA will focus on the result of therecommendations, which would be the serving of a CPO, rather than both recommendations separatelyThe CPO will facilitate the start on site of the building works which it is acknowledged will be disruptive to the localbusiness community and will impact on local shoppers, workers and residents. Through the planning process, theCouncil has set out a series of measures that the developer will need to adhere to, in order to mitigate thenegative impacts during construction and after completion of the improvements. These measures are not inthemselves positive but are necessary to alleviate negative impacts on the public and business owners. Thesemeasures include:a construction plan showing how issues such as lighting, access and signage will be managed through theconstruction period;an obligation to maintain the business activity of the market at its current level through the constructionperiod; andthe creation of a business continuity fund.Tool and Guidance updated for new PSED from 05.04.2011These mitigation measures are being developed by the developer in liaison with the Council, local businesses,and where appropriate, users of the market.
