What is Bilingual Education?• Mission - The mission of Detroit Public Schools' BilingualEducation Program is to ensure that English languagelearners receive a rigorous foundation which prepares themto excel in a highly competitive, global society.• Goals• Assure speedy acquisition of English languageproficiency.• Assist students to achieve in core academic subjects• Assist students to meet state standards.• Provide students with high quality instruction to meetchallenging State standards.• Assist the transition of immigrant children and youthinto American society.


It Is The LawWithin weeks of the Lau v. Nichols ruling, Congress passed the Equal Educational Opportunity Act (EEOA)mandating that no state shall deny equal education opportunity to any individual, “by the failure by aneducational agency to take appropriate action to overcome language barriers that impede equal participation bystudents in an instructional program.”The U.S. Department of Education’s OCR oversees school districts’ broad discretion concerning how to ensure equaleducational opportunity for ELLs. Bilingual Staffing• Principals are responsible for providing bilingual education services toall eligible students. Services must be provided by certified bilingualteachers paid by the school• Principals are required to make a written request to their PersonnelAdministrator, Office of Budget, and <strong>Assistant</strong> <strong>Superintendent</strong> with acopy to the Office of English Language Learners and Global Languagesindicating the teacher service needed.• Level 1 (B)* (negligible CALP in English), Level 2 (LI)* (very limited English)and struggling Level 3 (HI)* students who have been in the USA for less thantwo years should be placed in a classroom of 20-25 students per session in orderto address their academic content development and English languageproficiency needs.• Level 3, 4 and 5 students who have been in the USA for two years or moreshould be placed in a self-contained classroom with the same number ofstudents as in a regular class.
