During her tenure as a public utilities specialist
and contracting officer at GSA, Linda Collins
has provided meritorious support to the
federal government through the establishment
of contracting vehicles and by providing
assistance to federal agencies to help achieve
the goals and objectives set forth by the Federal
Linda Collins
Energy Management Program. Ms. Collins has
helped agencies acquire energy management
services that reduced consumption of energy at
federal facilities while improving the efficiency
and quality of operations. Her efforts have helped to broaden and strengthen the
partnership between the federal government and regulated public utility companies.
Ms. Collins teaches the Utility Energy Services Workshop, which offers training to
federal government and utility company employees on how to implement a utility
energy service contract. She also provides guidance to agency contracting officers
on how to procure utility services. Ms. Collins shares her knowledge with industry
on government contracting and how to do business with the federal government,
thus fostering a collaborative partnership between the federal government and
regulated utility companies and enabling both parties to successfully address
mutually beneficial opportunities and critical energy issues. Additionally, Ms.
Collins lends her expertise to the Federal Utility Partnership Working Group,
actively participating as a member of the Steering Committee.
