In FY <strong>2003</strong>, 39 Super ESPC delivery orders total<strong>in</strong>g $252 million<br />

were awarded. The total value <strong>of</strong> private-sector <strong>in</strong>vestment through<br />

Super ESPCs is $583 million, cover<strong>in</strong>g 127 awarded delivery orders<br />

for 14 federal agencies. The cumulative guaranteed cost sav<strong>in</strong>gs<br />

from these projects is estimated to be $1.3 billion.<br />

UESCs<br />

<strong>FEMP</strong> also pursues utility energy services, f<strong>in</strong>anc<strong>in</strong>g, procurement,<br />

and <strong>in</strong>centives to support federal projects <strong>in</strong> a new and chang<strong>in</strong>g<br />

utility environment. More than 60 electric and gas utility companies<br />

have implemented energy projects and upgrades at federal facilities<br />

around the country. These utility <strong>in</strong>vestments total more than<br />

$1.2 billion. $141 million <strong>in</strong>vested <strong>in</strong> FY <strong>2003</strong> will save $16.7<br />

million each year.<br />

To expand use <strong>of</strong> UESCs, <strong>FEMP</strong> enhanced its utility services and<br />

restructur<strong>in</strong>g Web site with an easy-to-use format. <strong>FEMP</strong> also<br />

expanded the site to l<strong>in</strong>k to PNNL’s new utility management site,<br />

which focuses on manag<strong>in</strong>g utility costs and improv<strong>in</strong>g energy use<br />

efficiency. Electric and gas cost management sections provide<br />

<strong>in</strong>formation on utility restructur<strong>in</strong>g, energy prices and trends, and<br />

potential supply reliability concerns. The energy use management<br />

section provides <strong>in</strong>formation about fund<strong>in</strong>g and assistance for<br />

energy projects. The new l<strong>in</strong>k can be accessed at<br />

www.eere.energy.gov/femp/utility/utility_restructur<strong>in</strong>g.html.<br />

Many federal organizations have relied on the guidance documents,<br />

tra<strong>in</strong><strong>in</strong>g programs, and technical assistance provided to support<br />

their use <strong>of</strong> Super ESPCs and UESCs and have found alternative<br />

f<strong>in</strong>anc<strong>in</strong>g to be an essential element <strong>of</strong> their energy management<br />

strategies. However, both federal and private-sector parties agree<br />

that an <strong>in</strong>crease <strong>in</strong> the use <strong>of</strong> ESPCs and UESCs is needed to meet<br />

the mandated energy sav<strong>in</strong>gs goals set for 2005.<br />

ever made <strong>in</strong> the United States.<br />
