NEWS COMPETITION Rules and regulationsArticle 1 - CONDITIONS FOR PARTICIPATION1.1. GENERAL RULES• Organizations which operate television services and independent producers are allowed toparticipate in the Festival's competition.• These organizations or independent producers may submit programmes in the followingcategories: News Documentaries, TV News Items and 24-Hour News Programmes.• The Organizing Committee reserves the right to reject entries which do not qualify under theexisting rules, or fall outside the prescribed categories, and for productions which extolviolence or are of a pornographic nature.• A TV organization or production company may submit:- only one programme in the News Documentaries category;- up to two programmes in the TV News Items and 24-Hour News Programmescategories provided the stories deal of different topics.• Participation in the competition implies tacit authorization for the Organizing Committee tohave free right to use up to 2 minutes of extracts from each entry for purposes of informationand promotion for a period of one year after the end of the Festival.• A co-production will be regarded as the entry of the submitting organization as stipulatedon the fact sheet. It will be presumed that the other co-producers have agreed to its beingentered. It shall be the responsibility of the submitting organization to nominate theorganization(s) or person(s) to receive any prize(s) eventually awarded.• Programmes should be presented in the original language of the submittingorganization’s/producer’s country, with English subtitles, if the original language is not English.• Television organizations or independent producers who wish to submit an entry in thecompetition must comply with the present rules.1.2. DELIVERY AND RETURN OF ENTRIESFreight and customs clearances are the responsibility of the entrant and should be settled atthe participant’s end. Article 2 - TERMS OF ELIGIBILITY AND REGISTRATION2.1. TERMS OF ELIGIBILITY2.1.a. News DocumentariesThe submitted programme in this category must:• have a maximum duration of 60 minutes, including credits;• <strong>de</strong>al either with the coverage of an event, or be a journalistic report providing analysis <strong>and</strong>comprehension of a current affairs subject;• <strong>de</strong>al with information in a more elaborate fashion than that of a strict news item.2.1.b. TV News ItemsThe submitted programme in this category must:• have a minimum duration of one minute thirty seconds (1’30’’) <strong>and</strong> not exceed eightminutes (8’);• be broadcast on a regular TV news programme or a continuous news channel.2.1.c. 24-Hour News ProgrammesThe submitted programme in this category must:• be a coverage, up to 10 minutes, of a single breaking news event. Entries can inclu<strong>de</strong> up to2 separate sequences as broadcast <strong>and</strong> unedited;• inclu<strong>de</strong> at least 85% of live material package;• have been telecasted exclusively by a 24-Hour News channel <strong>and</strong> within 24 hours of theevent.The purpose of the 24-Hour News Programmes category is to compare the different channels’reaction <strong>and</strong> approach to a live coverage of breaking news.2.1.d. The News Programmes in each category must:• relate to an event or a situation which has occurred in the period between 14th March 2011<strong>and</strong> 15th March 2012 AND has been transmitted within that period;• be the first version broadcasted worldwi<strong>de</strong>;• the majority of film footage, of graphics or all other visual elements in the programme musthave been shot by the submitting organization or producer. Any use of footage from othersources inclu<strong>de</strong>d in the programme must be properly credited.The originality in the approach to the subject <strong>and</strong> the quality of the journalism displayed willbe the main criteria in judging the entries.2.2. TERMS OF REGISTRATION• All entry forms must be submitted no later than Thursday 15th March 2012. Registration is tobe done online on the <strong>Festival</strong> website www.tvfestival.com. Article 7 - PUBLICITYOrganizations or producers responsible for the diffusion or broadcast of the prize-winningprogrammes un<strong>de</strong>rtake to mention, in the credits <strong>and</strong> in the press releases, the awardobtained at the 52 nd Monte-Carlo Television <strong>Festival</strong>.Article 8 - OBSERVANCE OF THE FESTIVAL RULESParticipation by TV organizations or in<strong>de</strong>pen<strong>de</strong>nt producers as <strong>de</strong>fined in Article 1.1 impliestheir total acceptance of the rules.
