Property owner activities eligible for a credit include providing a site plan, maintenance plan andannual report. Details can be found in Section III.SECTION II - PEAK FLOW CREDITINTRODUCTIONThe purpose <strong>of</strong> this section is to acquaint the applicant with the procedures <strong>of</strong> applying for andreceiving a peak flow reduction credit on the <strong>stormwater</strong> service fees. This section contains stepby-stepprocedures to follow when applying for a peak flow reduction credit. It also contains aworked example.POLICIES AND GENERAL INFORMATIONAll properties, other than single family residential, are eligible to receive a peak flow credit basedon the policies listed below.Policies1. All properties, other than single-family residential properties, which have constructed<strong>stormwater</strong> retention or detention facilities, are eligible for a percentage reduction, or credit,in that property's <strong>stormwater</strong> service fee.2. The minimum amount <strong>of</strong> reduction (credit) available for meeting minimumretention/detention design, construction and maintenance standards is 25 percent. Theminimum 25 percent credit will be given to all eligible properties which have constructed aretention/detention facility in accordance with City policy provided; (1) such facility meetsdesign, construction and maintenance standards in effect at the time <strong>of</strong> construction; (2) forwhich a complete credit application form (Form 1) has been submitted; (3) there has beenprovided to the City a signed right <strong>of</strong> entry (Form 3) by the owner there<strong>of</strong>; and (4) there ispaid to the City for such property a one-time non-refundable application/inspection fee <strong>of</strong>$250.00 for the first retention/detention facility and $100.00 for each additionalretention/detention facility on the same property.3. The retention/detention credit is also available beyond the 25 percent reduction under thefollowing conditions:The amount <strong>of</strong> reduction, if any, is based upon the following:P = [ (0.8 – (0.3 * (Q A / Q T ))) * 100 ]Where:P is the percent reduction in <strong>stormwater</strong> fee to be applied to the property.Q A is the actual peak flow determined by calculating the peak flow <strong>of</strong> adesign storm from the retention/detention facility, using the level pool routingtechnique.Q T is the target peak flow from the design criteria as defined in the City’sErosion Control Ordinance, (2-year flow with a C factor <strong>of</strong> .4)Q T = C * i 2yr * A = 0.4 * i 2yr * A
