Natural <strong>Hazard</strong>s <strong>Mitigation</strong> PlanCity <strong>of</strong> <strong>Glendale</strong>, <strong>California</strong>Section 6 – EarthquakesAlthough great advances in earthquake engineering have been made in the last decade, in great partas a result <strong>of</strong> the 1994 Northridge, <strong>California</strong>, 1995 Kobe, Japan, 1999 Izmit, Turkey and 1999 Chi-Chi, Taiwan earthquakes, the majority <strong>of</strong> <strong>California</strong> communities remain unprepared because there isa general lack <strong>of</strong> understanding regarding earthquake hazards among <strong>California</strong>ns. It is not possibleto prevent earthquakes, but their destructive effects can be minimized. Comprehensive hazardmitigation programs that include the identification and mapping <strong>of</strong> hazards, prudent planning, publiceducation, emergency exercises, enforcement <strong>of</strong> building codes, and expedient retr<strong>of</strong>itting andrehabilitation <strong>of</strong> weak structures can significantly reduce the scope <strong>of</strong> an earthquake’s effects andavoid disaster. Local government, emergency relief organizations, and residents must take action todevelop and implement policies and programs to reduce the effects <strong>of</strong> earthquakes.Earthquake Basics - DefinitionsThe outer 10 - 70 kilometers <strong>of</strong> the Earth consist <strong>of</strong> enormous blocks <strong>of</strong> moving rock, called plates.There are about a dozen major plates, which slowly collide, separate, and grind past each other.
