Natural <strong>Hazard</strong>s <strong>Mitigation</strong> PlanCity <strong>of</strong> <strong>Glendale</strong>, <strong>California</strong>Section 5 – Plan MaintenanceEvaluating and Updating the PlanFormal Review ProcessThe City <strong>of</strong> <strong>Glendale</strong> <strong>Hazard</strong>s <strong>Mitigation</strong> Plan will be evaluated on an annual basis to determinethe effectiveness <strong>of</strong> programs, and to reflect changes in land development or programs that mayaffect mitigation priorities. The evaluation process includes a firm schedule and time line, andidentifies the local agencies and organizations participating in Plan evaluation. The convener,or designee, will be responsible for contacting the <strong>Hazard</strong> <strong>Mitigation</strong> Advisory Committeemembers and organizing the annual meeting. Committee members will be responsible formonitoring and evaluating the progress <strong>of</strong> the mitigation strategies in the Plan.The Committee will review the goals and action items to determine their relevance to changingsituations in the City, as well as changes in <strong>State</strong> or Federal policy, and to ensure they areaddressing current and expected conditions. The Committee will also review the riskassessment portion <strong>of</strong> the Plan to determine if this information should be updated or modified,given new available data. The coordinating organizations responsible for the various actionitems will report on the status <strong>of</strong> their projects, the success <strong>of</strong> various implementation processes,difficulties encountered, success <strong>of</strong> coordination efforts, and which strategies should be revised.The convener will assign the duty <strong>of</strong> updating the Plan to one or more <strong>of</strong> the SteeringCommittee members. The designated committee members will have three months to makeappropriate changes to the Plan before submitting it to the <strong>Hazard</strong> <strong>Mitigation</strong> AdvisoryCommittee members, and presenting it to City Council. The <strong>Hazard</strong> <strong>Mitigation</strong> SteeringCommittee will also notify all holders <strong>of</strong> the City Plan when changes have been made. Everyfive years the updated Plan will be submitted to the <strong>State</strong> <strong>Hazard</strong> <strong>Mitigation</strong> Officer and theFederal Emergency Management Agency for review.Continued Public InvolvementThe City <strong>of</strong> <strong>Glendale</strong> is dedicated to involving the public directly in review and updates <strong>of</strong> the<strong>Hazard</strong> <strong>Mitigation</strong> Plan. The <strong>Hazard</strong> <strong>Mitigation</strong> Advisory Committee members are responsiblefor the annual review and update <strong>of</strong> the Plan.The public will also have the opportunity to provide feedback about the Plan. Copies <strong>of</strong> thePlan will be kept at all <strong>of</strong> the appropriate agencies in the City, as well as at the Central Libraryand branches. The Plan will also be placed on the City’s website for review by the public, oralternatively, the existence and location <strong>of</strong> copies <strong>of</strong> the Plan will be publicized on the City’swebsite and newsletters. In addition, information on how to obtain copies <strong>of</strong> the Plan and anyproposed changes will be posted on the City’s website. This site will list an e-mail address andphone number to which people can direct their comments and concerns.A public meeting will also be held after each annual evaluation or when deemed necessary bythe <strong>Hazard</strong> <strong>Mitigation</strong> Advisory Committee. The meetings will provide the public with a forumfrom which they can express their concerns, opinions, or ideas about the Plan. The City’s PublicInformation Officer will be responsible for using City resources to publicize the annual publicmeetings and maintain public involvement through the City’s public access channel, web page,and newspapers or newsletters.2006 PAGE 5 - 4
