Stafford Disaster Relief and Emergency AssistanceAct, PL 100-107 was signed into law November 23, 1988 andamended the Disaster Relief Act <strong>of</strong> 1974, PL 93-288. The Stafford Actis the statutory authority for most Federal disaster response activities,especially as they pertain to FEMA and its programs.The representative <strong>of</strong> state government who is the primary point <strong>of</strong>contact with FEMA, other state and Federal agencies, and local units<strong>of</strong> government in the planning and implementation <strong>of</strong> pre- andpostdisaster mitigation activities.A licensed civil engineer certified by the <strong>State</strong> as qualified to designand supervise the construction <strong>of</strong> engineered structures.Something constructed, such as a building, or part <strong>of</strong> one.
