Chairman’s Message主 席 獻 辭Chairman, Mr James Tien Pei-chun GBS JP主 席 田 北 俊 先 生“The lesson of the momentous past year in which, for the first time inhistory, the Olympic Games came to China, is that the challenge to bethe best is not just one for the athletes: It is a challenge to each andevery one of us.”「2008 年 , 祖 國 一 圓 百 年 奧 運 夢 , 北 京 及 全 國 各 地 均 以 專 業 態 度 籌 辦 奧運 。 這 種 不 斷 追 求 突 破 、 超 越 自 己 的 信 念 , 不 僅 適 用 於 體 育 , 也 是 各 行各 業 甚 至 每 個 人 處 事 的 應 有 態 度 。」Citius, Altius, Fortius. Those three words – meaning faster, higher,stronger – are the motto of the Olympic Games and they capturesuccinctly the pursuit of perfection that drove the tremendoussummer spectacle we saw in Beijing and around China.The lesson of the momentous past year in which, for the first timein history, the Olympic Games came to China, however, is that thechallenge to be the best is not just one for the athletes: It is a challengeto each and every one of us.Hong Kong was an important part of the Olympics. Whether wewere watching, whether we were participating or whether we werehelping to host and entertain some of the thousands of people whocame to the city to see the Equestrian Events, the games touched all ofour lives.「 更 快 、 更 高 、 更 強 」— 奧 林 匹 克 運 動 會 這 句 格言 , 充 分 代 表 北 京 及 全 國 各 地 籌 辦 2008 年 奧 運 會的 專 業 精 神 。 這 種 不 斷 追 求 突 破 、 超 越 自 己 的 信念 , 不 僅 適 用 於 體 育 , 也 是 各 行 各 業 甚 至 每 個 人 處事 的 應 有 態 度 。2008 年 , 祖 國 一 圓 百 年 奧 運 夢 , 這 次 盛 事 更 與香 港 息 息 相 關 。 香 港 人 不 單 有 機 會 觀 賞 奧 運 甚 至 參賽 , 而 且 有 幸 以 協 辦 城 市 身 份 籌 辦 馬 術 比 賽 , 接 待來 自 世 界 各 地 的 訪 客 。 這 對 於 推 廣 香 港 確 是 莫 大 的契 機 。正 如 運 動 員 備 戰 奧 運 , 旅 發 局 早 於 2007 年 第 三季 , 便 已 在 全 球 展 開 推 廣 , 作 好 熱 身 和 部 署 。6 香 港 旅 遊 發 展 局 年 報 2008/09

We rolled out promotions worldwide as early asthe third quarter of 2007 to make sure we were ready for the games.Also like any top athlete, we had to cope with unexpected setbacks.The tragic Sichuan earthquake overshadowed the build-up to thegames and the onset of the global financial crisis dominated itsaftermath in a way no one could have foreseen.Despite the resounding success of the games themselves, both inHong Kong and across Mainland China, by the final quarter of theyear, we faced the reality of a steep decline in arrivals from the longhaulmarkets and a slowdown in short-haul markets because of theeconomic meltdown.The year ahead, the World Tourism Organisation (UNWTO)predicts, will be an intensely testing one as the global downturncontinues to dampen consumer confidence with growth in worldtourism contracting to between zero and 2 per cent. In June, theUNWTO further adjusted the projection downward to between-6 and -4 per cent.2008 奧 運 成 功 , 舉 國 歡 騰 , 但 這一 年 全 球 旅 遊 業 亦 面 對 不 少 突 如 其來 的 轉 變 。 四 川 大 地 震 , 至 今 仍 歷 歷在 目 ; 國 際 金 融 危 機 , 更 是 令 人 始 料不 及 。鑑 於 全 球 經 濟 不 景 , 踏 入 2008 年最 後 一 季 , 來 自 長 途 市 場 的 訪 港 旅 客顯 著 減 少 , 短 途 市 場 的 業 績 亦 放 緩 。世 界 旅 遊 組 織 當 時 預 測 ,2009 年的 情 況 同 樣 充 滿 挑 戰 。 各 國 經 濟 將 持續 不 景 氣 , 影 響 消 費 信 心 , 估 計 全 球旅 遊 業 的 增 長 將 下 降 至 零 到 百 分 之二 。 其 後 , 該 組 織 更 於 2009 年 6 月 ,將 預 測 下 調 至 負 百 分 之 六 至 四 。Hong Kong Tourism Board Annual Report 2008/09 7

Once again, we must begin our preparations early to measure upto the challenge. We are a world city, and we will feel the impact ofthis downturn as tourism revenues shrink and people across the globetrim their travel budgets.But Hong Kong is nothing if not resilient. We called on ourresourcefulness and ingenuity to recover from the Asian economiccrisis of 1998 and the SARS crisis of 2003. We will again call on ourresourcefulness and ingenuity to recover from the current economicdownturn.The key is to act quickly. We must closely monitor globaldevelopments to seize opportunities and exploit new tourismmarkets. We must deepen and broaden our partnership in tourismrelatedsectors and neighbouring destinations and make the most ofthe resources of the Pearl River Delta region to enhance our tourismappeal. And we must remain fiercely competitive in the face ofincreased regional competition to ensure that we get the message outthat Hong Kong is Asia’s number one destination.These tasks are already under way, and I am intensely grateful forthe help and support of the dedicated team of my fellow Members ofthe Tourism Board. With our solidarity and teamwork, I am confident全 球 經 濟 不 景 , 導 致 旅 客 消 費 減 少 , 香 港 作 為國 際 旅 遊 城 市 , 難 免 受 到 影 響 。 但 香 港 人 一 向 勇 於克 服 困 難 。1998 年 亞 洲 金 融 風 暴 、2003 年 「 沙 士 」事 件 , 我 們 一 一 渡 過 。 只 要 我 們 保 持 堅 毅 不 屈 和 隨機 應 變 , 必 能 再 次 闖 過 難 關 。問 題 在 於 我 們 能 否 靈 活 果 斷 , 審 時 度 勢 , 把 握開 拓 新 市 場 的 商 機 。 另 外 , 亦 要 與 各 個 界 別 和 鄰 近地 區 合 作 , 善 用 區 內 尤 其 是 珠 江 三 角 洲 的 資 源 , 增加 吸 引 力 。 面 對 亞 洲 市 場 競 爭 白 熱 化 , 香 港 更 要 不斷 提 升 自 身 的 競 爭 力 , 才 可 穩 守 作 為 區 內 首 選 旅 遊勝 地 的 地 位 。每 一 位 優 秀 運 動 員 都 明 白 , 備 戰 功 夫 是 參 加 任何 比 賽 的 致 勝 之 道 。1936 年 奧 運 會 , 田 徑 運 動 員Jesse Owens 創 下 連 奪 四 金 的 驕 人 佳 績 , 成 為 奧 運8 香 港 旅 遊 發 展 局 年 報 2008/09

Chairman’s Message主 席 獻 辭we can rise to the challenge of the current crisis and emerge faster,higher and stronger than before.Preparation is everything, as any top athlete will tell you. Perhapsthe greatest Olympian of all, Jesse Owens, remarked after hisgold-medal winning performance in the 1936 games: “A lifetime oftraining for just 10 seconds.” He did not realise then that, more than60 years later, his torch would still burn brightly. His determinationmade him a sporting icon for all time.Today, we too must stand tall against the challenges and adversitiesthat face us. We must continue our mission to establish Hong Kong asone of the world’s top tourism destinations.
