<strong>Construction</strong> <strong>Matters</strong>. <strong>Yarra</strong> <strong>Valley</strong> <strong>Water</strong> <strong>Newsletter</strong> <strong>December</strong> <strong>2009</strong>ChristmasMessage<strong>Yarra</strong> <strong>Valley</strong> <strong>Water</strong>’s Asset CreationDivision wishes all of our CAPEX andLand Development consultant,contractor and supplier partners avery Merry Christmas and a SafeNew Year.We look forward to working with youall in the New Year.<strong>Yarra</strong> <strong>Valley</strong> <strong>Water</strong>Safety Culture<strong>Yarra</strong> <strong>Valley</strong> <strong>Water</strong> has recentlysuccessfully launched its own SafetyCulture initiative.Titled “Safety : It’s a chain reaction” itfocuses on making safety our first priority.Whilst focusing primarily on our own staffwe are also dedicated to improving thesafety culture of all of our contractpartners as well.We believe our contractors’ staff are justas important and we will be working withour major contractors sharing information,safety posters, safety initiatives,workshops, etc aiming to raise the level ofsafety consciousness across our industry.We will have more information including avideo of our Safety Culture launch whichhas our Managing Director Tony Kellyand a number of YVW staff commentingon our Safety Culture at our next IndustryNight early in the New Year.Policy, Process &Business RulesUpdateCAPEX Contractor AccreditationUpdateOver the past 3 months, <strong>Yarra</strong> <strong>Valley</strong><strong>Water</strong> has initiated a process to establishaccreditation of our Capital WorksContractors.As a result of the process we haveadopted and subsequent enquiriesregarding our accreditation process, weneed to confirm the following points –• The current contractor accreditationprocess is for Capital Works projectsonly, ie projects tendered and contractsestablished with contractors for deliveryof our Capital Works Program.Further details of the CAPEX Contractoraccreditation were defined in our“Application for Accreditation as a YVWCapital <strong>Construction</strong> Contractor”,advertised on 29 th July <strong>2009</strong>.• This current accreditation process is aseparate process to the LandDevelopment Contractor Accreditationprocess <strong>Yarra</strong> <strong>Valley</strong> <strong>Water</strong>implemented in February <strong>2009</strong>.• Any accreditation you may have in placefor Land Development Works will not beaffected or influence the CAPEXContractor accreditation process.• Categories of work and assessmentcriteria being considered for CAPEXContractor accreditation, whilst similarto the categories for Land Developmentaccreditation, are limited to –- W1 – <strong>Water</strong> Distribution ≥ DN 300- W2 – <strong>Water</strong> Pump Stations, <strong>Water</strong>Pressure Reducing Stations- S1 – Reticulation/Branch Sewer ≤DN 375 or ≤ 5m in depth (gravity,vacuum, pressure)- S2 – Branch/Main Sewers >DN375or Sewer Reticulation > 5m in depth- S4 – Sewer Pump Station, SewerRising Mains- please note there is no S3 categoryof workAt this stage if you have any furtherquestions regarding any of the above,please contact either Laurie Harris,9872 1669 / Laurie.Harris@yvw.com.au,or Kevin Dawson on 9872 1474 /Kevin.Dawson@yvw.com.au.Box Hill Flow Control FacilitySecurity DepositsA recent review of our CAPEX projectrequirements for security deposits hasresulted in some revision of our securitydeposit needs for future contracts.<strong>Yarra</strong> <strong>Valley</strong> <strong>Water</strong>’s standard AS4000<strong>Construction</strong> Contract, Part A Annexurehas been amended as follows –Item 13 – Contractor’s Security shall nowread -b) Amount or maximum percentage ofcontract sumSecurity Deposit –- Part A – in accordance with YVWProcurement Manual, Appendix 10,and 2.5% of Contract Sum (BankGuarantee)- Part B – 2.5% of Contract Sum (BankGuarantees) - to be refunded uponcompletion of Defects Liability Period

At the time a contract is executed,the contract manager shall check the DTFWebsite (http://www.dtf.vic.gov.au) .Go to “Economic and Financial Policy”,“Performance Bonds Guide” and click onthe PDF file titled – APRA list) to ensurethat if an insurance bond is to beaccepted as a form of contract security, itis from a current Insurance Companyapproved by DTF.The following requirements, which arealso requirements for a bank guarantee,will also need to be complied with:• be unconditional and irrevocable;• have no timeframe for presentation (ieno expiry date);• be payable, in whole or in part,immediately on demand;• are not contingent on any other right orobligation appearing in any otherdocument;• the documentation utilises standardwording as approved by YVW; and• the security amount is stipulated inAustralian dollars.If an Insurance Bond is from a companynot on the DTF website or doesn’t complywith our bank guarantee requirementsthey will not be accepted.Request for Tenders, Tender Documents,Contracts will be updated to reflect theoption for Insurance Bonds as contractsecurity.Glenferrie Rd <strong>Water</strong> Main ReplacementLand Development ProcessCertification NotificationTimeframesAll Land Development Consultants &Contractors are reminded of theirobligations to provide sufficient noticeprior to commencement of works. Overthe coming months, targeted audits willfocus on plant maintenance records andtrench safety.Results of Targeted TrafficManagement AuditsDuring September-October 09, a targetedaudit was conducted on our contractors’compliance with traffic managementregulations:• Number of sites audited = 53, with:• 416 traffic management items audited• % compliance = 76% (40 of 53 audits)• % of audits with minor nonconformances/ observations = 20.5%(11 of 53 audits). Main findings include:• Poor traffic management duringunloading of backhoe• Traffic management plan not on site• Traffic controllers not focussing on tasksat hand• Use of untrained controllers• % of audits where major nonconformance = 3.5% (2 of 53 audits).Non conformance relates to:• Inadequate traffic management at abusy intersection• No traffic management plan notavailable despite that Safe WorkMethod Statement refers to the planPlant Safety Audit FindingsOn a 3-4 month rolling basis, YVWengages a qualified external auditor toconduct plant safety audits of our capitalwork contractors and land developmentcontractors.The last two audits were conductedduring late May and late August <strong>2009</strong>.Over the coming weeks, a copy of therelevant report(s) will be sent to thecontractors so that the contractors canclose-out outstanding items identifiedduring the audits.Key findings of the audits include:• Quality & conditions of mobile planthave generally improved• Documentation for Mobile Plant wasgood but can improve (eg Use of Pre-Start Checklist in Triplicate Binder Book)• Safety Culture / Attitudes Issues Around- Use & Fitting of Quick Hitch SafetyLatching Devices to Excavatorsaround trenches and personnel- Vandal Proof Covers should beremoved prior to use of plants- Rated Bucket Safety Pins Must beUsed (eg Not Reo)
