13. CHANGE POSITION OF THE NEXT MARK.13.1 To change the next leg of the course, the race committee will lay a new mark (ormove the finishing line) and remove the original mark as soon as practicable.When in a subsequent change a new mark is replaced, it will be replaced by anoriginal mark.13.2 Any mark to be rounded after rounding the new mark may be relocated withoutfurther signaling to maintain the course configuration.14. THE FINISH.14.1 The finishing line will be between an orange flag on a RC boat and the course sideof the windward mark.15. PROPULSION. Modifying RRS 42.3, the exception described in 42.3 (b) is deletedand replaced by the exception described in Class Rule 8.2.2.16. TIME LIMITS.16.1 Race: If the first boat does not reach the first mark in thirty minutes or the first boatdoes not finish in two hours, the race shall be abandoned. Boats still racing but notfinished fifteen minutes after the first boat finishes will be scored “TLF” (Time LimitFailure) and will receive two points more than the last boat finishing. This modifiesRRS 35 and Appendix A.16.2 Regatta: All regularly scheduled, abandoned, or postponed races not started by1430 on October 5 th . shall be abandoned, the regatta terminated and scored on thebasis of the races sailed. A race will be deemed to have started by the deadline ifthe original start is within the deadline, regardless of subsequent recalls.17. PENALTIES17.1 The Scoring Penalty, RRS 44.3 as modified herein, will apply.17.2 The infringing boat shall conspicuously display a flag (code flag “I” is acceptable),with a hoist of not less than 150 mm and a fly of not less than 200 mm, from a legof the backstay adjuster, in accordance with RRS 44.3(a).17.3 In addition to the reporting requirements of RRS 44.3(a), the infringing boat shallcomplete an acknowledgement form at the race office within the protest time limit.17.4 A boat which complies with some but not all of the requirements of Instruction 17.2,17,3 and RRS 44.3 shall receive a 50% scoring penalty. However, no boat willreceive a score worse that the number of points awarded for DSQ.18. PROTESTS18.1 A protesting boat shall conspicuously display a red flag with a hoist of not less than150 mm and a fly of not less than 200 mm, from a leg of the backstay adjuster, inaccordance with RRS 61.1.18.2 Protesting boats must notify the Committee boat upon finishing.3


18.3 Protest forms are available at the Race Committee Office. Protests shall bedelivered there within the protest time.19. SCORING19.1 The Low Point Scoring System, RRS Appendix A, as modified herein will apply.19.2 Five races are scheduled and will be scored. There will be no throw-outs.20. SAFETY REGULATIONS.20.1 Each boat shall carry safety equipment conforming to government regulations,class rules and US <strong>Sailing</strong> or ISAF rules.20.2 A boat that retires from a race prior to finishing shall notify the race committeeeither before leaving the racecourse or immediately after arriving ashore.21. SUPPORT BOATS. Boats shall not receive outside assistance that is not availableto all competitors, including support boats, after leaving the <strong>Club</strong> for the first raceeach day until they return to the <strong>Club</strong>.22. CHARTERED OR LOANED BOATS. In accordance with RRS Appendix H3 achartered or loaned boat for an event may carry national letters and sail numbers ofa boat belonging to the helmsman in contravention of Class Rule 2.5.2.23. COMMUNICATIONS23.1 All boats shall carry a VHF radio capable of transmitting and receiving radiotransmissions.23.2 A boat shall neither make radio transmissions while racing (except in anemergency), nor receive a special radio communication not available to all boats(Note that Class Rule 8.1.5 is in effect for all races).<strong>24</strong>. CREW REQUIREMENTS. Any substitution requires written permission of the racecommittee. Written requests shall be made in writing during registration, but in thecase of emergency may be granted retroactively after that time.9/29/084
