They started the week at the receiver’s end ofCoyote Shield 2011.The first order of business was responding <strong>to</strong> a simulated 6.4 earthquake affecting the installation <strong>an</strong>dsurrounding commun<strong>it</strong>ies. Lt. Col. Chris Hart, comm<strong>an</strong>der of the 834th <strong>an</strong>d MOTCO, assembledrepresentatives from each battalion direc<strong>to</strong>rate <strong>an</strong>d s<strong>to</strong>od up their Emergency Operations Center, or EOC.“Coyote Shield is <strong>an</strong> excellent opportun<strong>it</strong>y for us <strong>to</strong> <strong>exercise</strong> <strong>an</strong>d evaluate our <strong>an</strong>t<strong>it</strong>errorism <strong>an</strong>d forceprotection postures <strong>an</strong>d forces,” Hart said.As the week progressed, training scenarios adv<strong>an</strong>ced w<strong>it</strong>h intens<strong>it</strong>y, testing the un<strong>it</strong>’s response <strong>an</strong>ddecision-making capabil<strong>it</strong>ies.<strong>SDDC</strong>’s Intelligence <strong>an</strong>d Secur<strong>it</strong>y Direc<strong>to</strong>rate, or G-2, is responsible for m<strong>an</strong>aging the Coyote Shield<strong>exercise</strong> at MOTCO, as well as the similar Point Defender <strong>exercise</strong> at Mil<strong>it</strong>ary Oce<strong>an</strong> Terminal SunnyPoint, N.C. Both are <strong>an</strong>t<strong>it</strong>errorism, force protection <strong>an</strong>d emergency response <strong>exercise</strong>s.Developing <strong>an</strong>d executing a challenging <strong>an</strong>d <strong>effective</strong> training <strong>exercise</strong> involves more th<strong>an</strong> just giving <strong>an</strong>org<strong>an</strong>ization a series of scenarios <strong>to</strong> work <strong>an</strong>d watching them react. G-2’s pl<strong>an</strong>ning process starts eightmonths in adv<strong>an</strong>ce acquiring <strong>SDDC</strong> <strong>an</strong>d un<strong>it</strong> training objectives, then, <strong>develop</strong>ing <strong>an</strong> <strong>exercise</strong> agenda <strong>to</strong>meet those requirements.To pl<strong>an</strong>, <strong>develop</strong> <strong>an</strong>d execute <strong>an</strong> <strong>effective</strong> <strong>exercise</strong>, G-2 c<strong>an</strong>’t do <strong>it</strong> alone. The direc<strong>to</strong>rate puts <strong>to</strong>gether asmall army of experts <strong>to</strong> produce <strong>an</strong>d perform a variety of tasks making the <strong>exercise</strong> challenging <strong>an</strong>d<strong>effective</strong> <strong>to</strong> meet training objectives. Execution is l<strong>it</strong>erally a timed choreographed production requiringdozens of particip<strong>an</strong>ts <strong>an</strong>d evalua<strong>to</strong>rs.Larry Rag<strong>an</strong>, <strong>an</strong>t<strong>it</strong>errorism officer for <strong>SDDC</strong> G-2, oversees Point Defender <strong>an</strong>d Coyote Shield.“This <strong>exercise</strong> is designed <strong>to</strong> examine tactics, techniques, coordination <strong>an</strong>d communications, how theEOC is working, how the police <strong>an</strong>d fire department are working <strong>an</strong>d every facet of <strong>an</strong>t<strong>it</strong>errorism, forceprotection <strong>an</strong>d emergency response.” Rag<strong>an</strong> said.


County <strong>an</strong>d local law enforcement, fire departments, <strong>an</strong>d emergency m<strong>an</strong>agement offices around MOTSU<strong>an</strong>d MOTCO are also inv<strong>it</strong>ed <strong>to</strong> participate in the <strong>exercise</strong>s w<strong>it</strong>h each installation.Rag<strong>an</strong> said that offering a training environment <strong>to</strong> county <strong>an</strong>d local responders is a win-win s<strong>it</strong>uation.Even though <strong>it</strong> cost the county a b<strong>it</strong> more from their budget for their folks <strong>to</strong> train w<strong>it</strong>h the mil<strong>it</strong>ary, theyc<strong>an</strong> cap<strong>it</strong>alize on discovering their own strengths <strong>an</strong>d weaknesses, as well as, adv<strong>an</strong>ce their relationshipw<strong>it</strong>h the installation.G-2 relies on partners <strong>an</strong>d outsourced personnel for their expertise <strong>an</strong>d assist<strong>an</strong>ce in executing the<strong>exercise</strong>. For Coyote Shield 2011, team particip<strong>an</strong>ts comprised of contrac<strong>to</strong>rs, members from U.S.Tr<strong>an</strong>sportation Comm<strong>an</strong>d, <strong>SDDC</strong>, 596th, 597th <strong>an</strong>d 599th Tr<strong>an</strong>sportation Brigades, 375th Secur<strong>it</strong>y Forcesfrom Scott Air Force Base <strong>an</strong>d local Army Reserves <strong>to</strong> bring <strong>to</strong> life a training production that ischallenging <strong>an</strong>d me<strong>an</strong>ingful for the 834th <strong>an</strong>d Contra Costa County emergency responders. In <strong>to</strong>tal, 44people were on the Coyote Shield <strong>exercise</strong> team testing the skills of about 140 un<strong>it</strong> personnel <strong>an</strong>d dozensof county responders.“Our objective for a successful <strong>exercise</strong> is <strong>to</strong> push the lim<strong>it</strong>s of the org<strong>an</strong>ization w<strong>it</strong>h our scenarios,”Rag<strong>an</strong> said. “We w<strong>an</strong>t <strong>to</strong> get them out of their comfort zone from their daily operations routine <strong>an</strong>d wew<strong>an</strong>t them <strong>to</strong> self-discover what areas they excel in <strong>an</strong>d where they need <strong>to</strong> improve upon.”During <strong>develop</strong>ment of the <strong>exercise</strong> scenarios, the team leaves no details left <strong>to</strong> ch<strong>an</strong>ce.Cars <strong>an</strong>d trucks from a local junkyard are rented <strong>an</strong>d used for vehicle accidents <strong>an</strong>d <strong>to</strong> carry improvisedexplosive devices as the team attempts <strong>to</strong> breach installation secur<strong>it</strong>y. Some team members are assigned<strong>to</strong> role-play victims of vehicle accidents <strong>an</strong>d chemical spills, complete w<strong>it</strong>h moulage [mock injuries] foradded realism of injuries.One person from the battalion is chosen <strong>to</strong> role-play a disgruntled employee, discreetly showing signs ofdiscontent throughout the week <strong>an</strong>d culminating in<strong>to</strong> <strong>an</strong> active shooter on the last day for police <strong>to</strong>respond <strong>to</strong>o. Even the details of adding paraphernalia <strong>to</strong> a mock crack house gives police responders <strong>an</strong>environment of a real drug busts <strong>to</strong> deal w<strong>it</strong>h.Pyrotechnics are added in<strong>to</strong> scenarios involving fire <strong>an</strong>d explosions for realism <strong>an</strong>d the team has theirown “news reporter” <strong>an</strong>d film crew, dual-tasked <strong>to</strong> test leadership’s communication skills w<strong>it</strong>h mediaevents <strong>an</strong>d document <strong>exercise</strong> highlights providing feedback <strong>to</strong> installation <strong>an</strong>d county personnel.Preparation <strong>an</strong>d attention <strong>to</strong> details are key ingredients for <strong>an</strong> <strong>effective</strong> <strong>an</strong>d me<strong>an</strong>ingful <strong>exercise</strong>. Thisallows the un<strong>it</strong> <strong>to</strong> gain valuable insight in<strong>to</strong> their current capabil<strong>it</strong>ies <strong>an</strong>d areas for improvement.--END--
