9.0 APPENDIX1.0 MethodologyIn accordance with the guidelines established in “Succeeding with Plans ofManagement” (DLWC / Manidis Roberts 1996), the Enmore Park Plan of Managementhas been prepared based on a “values based approach”. Using values as thefoundation of the plan of management process ensures the plan will remain valid forlonger.Alternatively an issues based approach (as often followed in plan preparation in thepast) whilst dealing effectively with the issues of the day has no flexibility to deal withnew issues that arise over time, and may quickly become out of date. This is “based onthe assumption that community values change at a much slower rate than issues”(DLWC / Manidis Roberts 1996).The identification of values for Enmore Park (refer 4.3) has provided a foundation fordecision making which enables each step in plan preparation to relate and crossreference back to the established values.Through a synthesis of the findings of the preceding review and assessment phase withthe outcomes of the Community Working Group, a basis for management has beenresolved that identifies:• values and roles of Enmore Park;• issues and opportunities to be addressed in developing, planning andmanagement strategies; and• desired outcomes for the Masterplan and plan of management.The diagram below outlines the key steps in preparing the plan of management.91 Marrickville CouncilOctober 2012
