6.0 MANAGEMENT STRATEGY FRAMEWORK6.1 <strong>Management</strong> Strategy FrameworkThe framework provides the rationale for decision making in the reserves as open spaceand related improvements evolve over the next 10 - 15 years. The framework alsoprovides the basis for the establishment <strong>of</strong> principles for the ongoing management <strong>of</strong>the reserve.6.1.1 Framework categories and definitionsThe management strategy framework describes the process <strong>of</strong> developingrecommended management responses under the following headings:Framework Categories:The framework presents the preceding as a series <strong>of</strong> site specific categories aimed toprovide commentary across Council’s site specific open space planning strategies(based upon Succeeding with <strong>Plan</strong>s <strong>of</strong> <strong>Management</strong> – DLWC and Manidis Roberts):• Natural EnvironmentPhysical and environmental factors relating to site quality and usage.• HeritageConservation significance <strong>of</strong> the historical fabric.• VisualRelationship <strong>of</strong> the park to surrounding areas in terms <strong>of</strong> internal views and views intoand out <strong>of</strong> the site area.• Social / CulturalFactors relating to the role <strong>of</strong> the site as an amenity for social interaction and use.• Recreation / park useUsage <strong>of</strong> the site for passive and active pursuits.• EducationRole <strong>of</strong> the site as a community educational resource.• IntrinsicSpecific factors contributing to site identity and character.• <strong>Management</strong> and maintenanceFactors relating to open space management and maintenance.Framework Definitions:ObjectivesValues: as derived from community consultation and site appraisal, are the features /qualities <strong>of</strong> the park that should be recognised, conserved or enhanced, and for whichmeasurable outcomes should be established.Desired outcomes: are objectives in relation to the identified park values that provide abasis and direction to decision making.Pressures and OpportunitiesPressures may include impacts on the land or environment, and potential conflictsbetween users or usage and other qualities <strong>of</strong> the site. Opportunities are the qualities <strong>of</strong>the site which make it suitable for community or recreational uses or activities, andwhich may not be fully realised at present.MeansStrategies and actions to achieve the desired outcome.
