ut the security requirement may be higher due to limited naturalsurveillance.Lighting in parks and public spaces generally has a requirement for verticalilluminance 1500mm above the ground. This is designed to illuminatepeople’s faces so that a person can identify a potential attacker and possiblemake evasive action before they are too close.Lighting alone does not create a safe environment nor does it directly reducethe level <strong>of</strong> crime. Lighting affects crime by increasing the likelihood <strong>of</strong> thecrime being observed. The main deterrent effect is encouraging people intothe space.The standard is basically a safety standard and compliance with the standardwill not automatically create a comfortable or pleasant environment nor createthe best seeing conditions. This means that although the lighting may meetthe safety requirements it may not encourage the use <strong>of</strong> the park at night.The presence <strong>of</strong> people is generally the best security measure in a publicspace.The important aspects in making the lighting <strong>of</strong> a park successful areadditional to the requirements <strong>of</strong> the standard. These are:Colour rendering – This is the ability <strong>of</strong> the light source to accurately rendercolours. If light sources have a limited spectral range <strong>of</strong> colours then theycannot accurately reveal the colours <strong>of</strong> the objects. Poor colour renderinglight sources like high pressure sodium, low pressure sodium and mercuryvapour make the environment look drab and colourless and render skin tonesso that people look unwell.Colour rendering is classified by Colour Rendering Index (CRI). Themaximum is 100. There is no reason why a modern lighting installationshould use a light with a colour rendering index less than 80. The highpressure sodium currently used in the park has a CRI <strong>of</strong> around 30 and themercury vapour around 50.Lighting, Art + ScienceColour Appearance – This is the colour that the light appears. There is notdirect correlation between colour rendering and colour appearance. Colourappearance is generally referred to by colour temperature, which is the colourthat a heated object appears at that temperature. This is measured inabsolute temperature, degrees Kelvin.For example a colour temperature <strong>of</strong> 2700K is a very warm, reddish light,whereas a colour temperature <strong>of</strong> 6000K is very white to the point <strong>of</strong>appearing blue.To create a comfortable night environment the colour temperature needs tobe in the 2700K to 3500K range.Glare - Glare is the relationship between the brightness <strong>of</strong> the light sourceand the background. In external lighting installations glare is more significantas the background is virtually black.A glaring light source prevents people from seeing past the fitting so that theirfield <strong>of</strong> view is limited to the area within the lights. The effect is claustrophobicand reduces the feeling <strong>of</strong> safety for the person as they cannot tell if there issomeone just beyond the lights.<strong>Enmore</strong> <strong>Park</strong> Lighting Review.
