ENMORE PARK – PLAN OF MANAGEMENT1.5 Crown Land management requirementsEnmore Park is Crown land reserved for public recreation in accordance with the CrownLands Act 1989. This plan of management identifies how the park is to be managed inaccordance with its purpose public recreation and in accordance with the principles ofCrown land management (refer section 2.2).The Catchments and Lands Division of Department of Primary Industries, landmanagement philosophy is based on the principles of Crown land management as listedin Section 11 of the Crown lands Act 1989. These principles affect all aspects of landmanagement activities and underpin major elements of land assessment, reservation /dedication of land and preparing plans of management. The principles are outlined inPart C of the plan of management – Planning Context (section 8.3).Provision has been made for existing and new facilities to be leased and licensed tocommercial operators or special interest groups in accordance with the Crown LandsAct requirements as listed in Crown Lands Policy for Food and Beverage Outlets onCrown Reserves (refer section 3.2.7 Leases and Licenses). The draft plan ofmanagement observes appropriate reserve policy applicable to the site along withrelevant land management case law in respect of acceptable uses on public recreationreserves.The Minister administering the Crown Lands Act 1989 must always give consent beforea reserve can be leased or licensed (refer Section 102, Crown Lands Act 1989).However, a Trust Manager may grant a temporary license for prescribed purposes (referSection 108, Crown Lands Act 1989)Council notified the Catchments and Lands Division of Department of Primary Industriesof its intention to prepare a plan of management for the reserve in accordance withSection 112, Crown Lands Act 1989, and approval to do so was provided by theMinister. The draft plan has been prepared in consultation with the Catchments andLands Division of Department of Primary Industries and will be placed on publicexhibition for a minimum period of 28 days. Following the exhibition and considerationof public comments, it is proposed that Council may amend as necessary, and seekformal adoption of the plan by the Minister administering the Crown Lands Act 1989.Environmental Partnership 8October 2012
