RECOMMENDATION 27:DACST consider facilitating a meeting of above mentioned <strong>and</strong> other stakeholders, including representatives from theDepartment of Education to see if greater co-ordination, st<strong>and</strong>ardisation <strong>and</strong> accreditation could not be achieved inrespect of these efforts. This should, of course, be linked to the SETA if possible.3.10 INTERNATIONAL TRADE ENVIRONMENTRECOMMENDATION 28:The MITT recommends that the Minister <strong>and</strong> the Minister of Trade <strong>and</strong> Industry agree on a policy that will guide SouthAfrica’s negotiations in international trade, recognising the exceptional nature of culture, on the basis of its status as bothcommodity <strong>and</strong> as carrier of South African identity <strong>and</strong> social values.3.11 RESEARCHThe lack of baseline data on the cultural industries hampers efforts to assert their importance in the South Africaneconomy.RECOMMENDATION 29:The MITT recommends that the Minister approach the HSRC to create a unit to establish baseline economic data on anongoing basis in the cultural industries <strong>and</strong> to quantify their impact on the South African economy.RECOMMENDATION 30:The MITT recommends that the proposed Music Industry Cluster develop a longer-term industrial strategy to enhancethe growth of the industry. The Cluster should also consider how enhanced growth could be used to fund musicdevelopment within the non-profit sector of the industry.3.12 RECOGNITION OF THE CONTRIBUTION OF MUSICIANSRECOMMENDATION 31:The MITT recommends that DACST explore the establishment of an ongoing programme that will recognise <strong>and</strong> honoursignificant contributions of artists. Awards should include financial rewards <strong>and</strong> the appropriate conferring of status torecipients.RECOMMENDATION 32:The MITT recommends that DACST encourage other government departments to recognise that musicians, like otherworkers, should be appropriately compensated for their labour when employed by government.- 177 -
