RECOMMENDATION 23:The MITT recommends that companies within the music industry use their social responsibility <strong>and</strong> sponsorship fundsprimarily to stimulate the development of musicians. To this end, they might consider setting up a foundation or trust.3.9 HRD AND EDUCATIONThere is a fundamental problem with regard to the provision of music education in schools. In most cases, no musiceducation – appreciation or learning of instruments – is offered. Where music education is offered, African music isgenerally not included.In addition, the low level of knowledge among musicians <strong>and</strong> related workers in the industry with regard to thefunctioning of the industry, labour relations, contracts, opportunities related to the music business, <strong>and</strong> so on, is of graveconcern. There are currently some training initiatives in this area by NAC, MIDI Trust, NGOs, collection societies, recordcompanies <strong>and</strong> private education enterprise, These are, however, uncoordinated.The majority of musicians <strong>and</strong> related workers are not in full-time employment in the industry <strong>and</strong> therefore are notautomatically the beneficiaries of the training that will be provided by the SETA.RECOMMENDATION 24:The MITT recommends that DACST establish a team of experts to research a feasible <strong>and</strong> low cost plan for includingmusic in the school syllabus - on a pilot project basis, if necessary. The research should incorporate international bestpractice <strong>and</strong> should emphasise the teaching of African music. The research team should liase with the Departments ofEducation <strong>and</strong> Labour.The MITT further recommends that DACST approach foreign governments, particularly those with which South Africahas cultural agreements, to resource the work of the team.RECOMMENDATION 25:The MITT recommends that ASAMI <strong>and</strong> MUSA, the key parties comprising the SETA, negotiate an agreement wherebythe training programmes organised by the SETA will target musicians <strong>and</strong> related workers who are not necessarily in fulltime employment in the industry.The MITT further recommends that the SETA’s training programmes include a series of workshops aimed at empoweringmusicians with regard to their rights in the industry. 16RECOMMENDATION 26:The MITT recommends that MUSA develop a funding proposal for a legal aid facility for musicians <strong>and</strong> related workersnationally. All stakeholders in the music industry <strong>and</strong> beyond are encouraged to fund the proposal.16 The MITT suggests that the Music Development Initiative (MIDI Trust) be requested to co-ordinate this process.- 176 -
