The averagepeace - time programme ofNaval vessels only would notpermit continuity of employmentin more than one shipyardin Australia; consequentlythere must be a reservoirfrom which skilled mencan be drawn when requiredand the only sources fromwhich these could come arethe shipyards in which continuity»f employment existsby virtue of merchant shipbuildingand repair work.The growth of heavy andsecondary industries has notbeen matched by a similargrowth in transport facilities.The need for more ships, particularlyof the bulk carriertype, ami the replacement ofaverage tonnage arc essentialif the national development isnot to be retarded. Shipyardsin Australia are capable offurther expansion and couldcope with the requirements ofthe coastal trade. The questionof capital outlay in shipyards,however, is one which exercisesthe minds of the variousprivate companies, which needthe assurance of a long-rangeprogramme before makingcommitments tor additionalfacilities and equipment. The12Commonwealth Governmenthas taken cognizance of thisand has placed orders for bulkand ore carriers, and specialisedvessels which keep theindustry going for a furthertwo or three years.(her the past ten years therehas been a serious decline inthe volume of general cargocarried on the Australiancoast due largely to competitionfrom rail, road and tosome extent air transport. Thishas led to the elimination ofmost of the small coastalvessels engaged on intrastatetrades. The outlook for theYards with the capacity ofbuilding only the smaller typeof vessel is. therefore, notencouraging.The tendency today is forshipowners to build specialisedvessels ami larger ore and hulkcarriers. Before the war therewere no bulk carriers over7.0(H) tons d.w. on the Australiancoast. Ore carriers nowbeing built are of 16.400.19,000 ami 21,400 tons d.w.,and The Broken Hill Pty. Co.Ltd. is considering vessels of40.000 tons d.w. for its futureprogramme.It is conceded that Australianshipbuilding costs arehigh in comparison with the1'nitcd Kingdom, but theycompare more than favourablywith a number of foreigncountries. In an endeavour toobtain parity with the UnitedKingdom costs, the CommonwealthGovernment is atpresent subsidising shipownersby paying a subsidy of up to33-1/8 per cent, of Australiancosts.It is known that the shipbuildingindustry in practicallyevery country is receivingassistance of some kind orother and with the high standardof living which exists in(Continued on page 17)V ESSELNo. NameS.T.AM 35 P.
