v. In some provinces, the coordinators are involved in the screening <strong>of</strong> applicantsvi.vii.In Gauteng Regional <strong>of</strong>ficials do on-site monitoring on a quarterly basis. There is a DQA(Development Quality Assurance) team which includes a nursing sister from theDepartment <strong>of</strong> Health as well as an <strong>of</strong>ficial from the Department that is responsible <strong>for</strong> theHome, the M&E department as well as person from the Older Persons Unit. This teamwould go into a home <strong>for</strong> 3-4days and conduct a proper „audit‟ <strong>of</strong> the situation in thehome. While this visit is supposed to be done once a year in Gauteng it was said that theDepartment does not have the capacity to visit 85 homes <strong>for</strong> this amount <strong>of</strong> time within a1-year cycle. The attention has there<strong>for</strong>e been on the previously disadvantagedcommunities to assist these homes in order to bring them up to standard and to visit otherhomes only where there are areas <strong>of</strong> concern. Included in this process is monitoring theOD plan to see how the homes are implementing this.The meeting with the key in<strong>for</strong>mants in the Directorate Partnerships and Finance inGauteng (changed to Institutional Capacity Building and Support) indicated that their keyresponsibilities included:a. Training to the mother bodies to building the capacity <strong>of</strong> the Boards aroundfinancing requirementsb. Development and implementation <strong>of</strong> systemsc. Regional / District Officers:i. In provinces where there are district coordinators, they have the more direct contact withthe homes and the mother bodies monitoring function is largely carried out by them. Theyin turn <strong>report</strong> to their respective managers and meet with the Provincial Coordinator on aquarterly basisii.In the Western Cape there is also the M&E unit that does monitoring across allprogrammes and they also have their own District Officers that undertakes this function.The following summarises the findings from these interviews as well as interviews with themanagement <strong>of</strong> all the homes:57 | D S D A u d i t o f R e s i d e n t i a l F a c i l i t i e s
