v. In some provinces, the coordinators are involved in the screening of applicantsvi.vii.In Gauteng Regional officials do on-site monitoring on a quarterly basis. There is a DQA(Development Quality Assurance) team which includes a nursing sister from theDepartment of Health as well as an official from the Department that is responsible for theHome, the M&E department as well as person from the Older Persons Unit. This teamwould go into a home for 3-4days and conduct a proper „audit‟ of the situation in thehome. While this visit is supposed to be done once a year in Gauteng it was said that theDepartment does not have the capacity to visit 85 homes for this amount of time within a1-year cycle. The attention has therefore been on the previously disadvantagedcommunities to assist these homes in order to bring them up to standard and to visit otherhomes only where there are areas of concern. Included in this process is monitoring theOD plan to see how the homes are implementing this.The meeting with the key informants in the Directorate Partnerships and Finance inGauteng (changed to Institutional Capacity Building and Support) indicated that their keyresponsibilities included:a. Training to the mother bodies to building the capacity of the Boards aroundfinancing requirementsb. Development and implementation of systemsc. Regional / District Officers:i. In provinces where there are district coordinators, they have the more direct contact withthe homes and the mother bodies monitoring function is largely carried out by them.
