CHAPTER 4KEY INSTITUTIONAL ISSUESWhile the previous chapter was based on the quantitative in<strong>for</strong>mation derived from the completedquestionnaires, this chapter is based on the perceptions and experiences <strong>of</strong> differentstakeholders as experienced by them within the home environment and there<strong>for</strong>e, impacting onthem, hence it serves as anecdotal evidence. It is also based on the observations andperceptions derived by fieldworkers during their 2-day visits as well as some <strong>of</strong> the in<strong>for</strong>mationbeing derived from interviews with key in<strong>for</strong>mants from the DSD in a few provinces and atnational level.4.1 Role <strong>of</strong> the Department <strong>of</strong> <strong>Social</strong> DevelopmentThe following in<strong>for</strong>mation on the role <strong>of</strong> the Department at different levels (national and provincialas well as interdepartmental) was extracted from interviews with key in<strong>for</strong>mants in theDepartment.a.
