CHAPTER 4KEY INSTITUTIONAL ISSUESWhile the previous chapter was based on the quantitative information derived from the completedquestionnaires, this chapter is based on the perceptions and experiences of differentstakeholders as experienced by them within the home environment and therefore, impacting onthem, hence it serves as anecdotal evidence. It is also based on the observations andperceptions derived by fieldworkers during their 2-day visits as well as some of the informationbeing derived from interviews with key informants from the DSD in a few provinces and atnational level.4.1 Role of the Department of Social DevelopmentThe following information on the role of the Department at different levels (national and provincialas well as interdepartmental) was extracted from interviews with key informants in theDepartment.a. National level:To develop over-arching policies to improve the lives of older personsTo provide strategic direction to the ProvincesTo interact and engage with Provinces on a regular basis to share informationTo build capacity of Provincial coordinatorsb. Provincial level:In some provinces the Provincial Coordinator interpreted their role as:i. Develop policy guidelines around legislationii.iii.iv.Providing guidance in terms of policies, legislation and programmesBuilding capacity of the board and management with regard to implementing changes inpoliciesUndertake visits to homes to monitor compliance with the norms and standards as well asmonitoring integration / transformation56 | D S D A u d i t o f R e s i d e n t i a l F a c i l i t i e s
v. In some provinces, the coordinators are involved in the screening of applicantsvi.vii.In Gauteng Regional officials do on-site monitoring on a quarterly basis. There is a DQA(Development Quality Assurance) team which includes a nursing sister from theDepartment of Health as well as an official from the Department that is responsible for theHome, the M&E department as well as person from the Older Persons Unit. This teamwould go into a home for 3-4days and conduct a proper „audit‟ of the situation in thehome. While this visit is supposed to be done once a year in Gauteng it was said that theDepartment does not have the capacity to visit 85 homes for this amount of time within a1-year cycle. The attention has therefore been on the previously disadvantagedcommunities to assist these homes in order to bring them up to standard and to visit otherhomes only where there are areas of concern. Included in this process is monitoring theOD plan to see how the homes are implementing this.The meeting with the key informants in the Directorate Partnerships and Finance inGauteng (changed to Institutional Capacity Building and Support) indicated that their keyresponsibilities included:a. Training to the mother bodies to building the capacity of the Boards aroundfinancing requirementsb. Development and implementation of systemsc. Regional / District Officers:i. In provinces where there are district coordinators, they have the more direct contact withthe homes and the mother bodies monitoring function is largely carried out by them. Theyin turn report to their respective managers and meet with the Provincial Coordinator on aquarterly basisii.In the Western Cape there is also the M&E unit that does monitoring across allprogrammes and they also have their own District Officers that undertakes this function.The following summarises the findings from these interviews as well as interviews with themanagement of all the homes:57 | D S D A u d i t o f R e s i d e n t i a l F a c i l i t i e s
