Most <strong>of</strong> the homes use theDQ98 Departmental assessment <strong>for</strong>m. Although most <strong>of</strong> the homes had a service levelagreement signed with the Department a number <strong>of</strong> homes (36) did not have theseagreements signed as part <strong>of</strong> their renewal with the Department. This created a lot <strong>of</strong>anxiety amongst the homes as they were not sure what this means <strong>for</strong> them.The guidelines note that the homes should have a trans<strong>for</strong>mation plan to ensure the facility,its board, staff and residents are representative <strong>of</strong> the community they serve.ii. Non-discrimination – None <strong>of</strong> the homes had a written trans<strong>for</strong>mation plan and in most<strong>of</strong> the homes the status quo has remained with very little attempts at trans<strong>for</strong>mation.All the homes said that their admission criteria were based on non-discrimination. While itwas clear that internal policies and procedures including the Constitution were in line withthe principles <strong>of</strong> the Constitution <strong>of</strong> the Republic <strong>of</strong> South Africa, and there<strong>for</strong>e nondiscriminatory,the practice in many <strong>of</strong> the homes was very different.
