WORKING DEFINITIONSApplicant refers to a person or organisation that is applying to provide a service or operate aresidential facility in terms <strong>of</strong> the Act, and includes a person applying <strong>for</strong> registration as acaregiverAssets are any immovable or movable property owned by the service provider or operator andbought with Government fundsBasic needs means necessities which must be met in order to ensure an older person‟s survivaland includes, shelter, food, water, access to health care services and access to social securityResident refers to an older person residing in a residential facilityRestraint is the use <strong>of</strong> physical <strong>for</strong>ce or medication to impede the movement <strong>of</strong> the body or limbs<strong>of</strong> an older personService provider means a person who is providing a service in terms <strong>of</strong> the Act.Financial year is the period beginning on 1 April <strong>of</strong> one year and ending on 31 March <strong>of</strong> thefollowing yearAbuse means a single or repeated act, or lack <strong>of</strong> action occurring within any relationship wherethere is an expectation <strong>of</strong> trust, that causes harm or distress to an older person, includingphysical, psychological, financial, material or sexual harm or neglectCare means provision <strong>of</strong> physical, psychological, social or material assistance to an older personand includes services aimed at promoting the quality <strong>of</strong> life and general well-being <strong>of</strong> an olderpersonCaregiver means any person who provides care to an older personCommunity-based care and support services mean development, care and support servicesprovided within a community, aimed at promoting and maintaining the independent functioning <strong>of</strong>older persons in a community, and include home-based care <strong>for</strong> frail older persons within thecommunityDay care means a service within a residential home or a community-based facility whichprovides social, recreational and health related activities in a protective setting to individuals whocannot be left alone during the day, due to health care and other social needs12 | D S D A u d i t o f R e s i d e n t i a l F a c i l i t i e s
