CSB determined this scenario unlikely because it is premised on the assumption that the explosion<br />

occurred inside the vent line while the line 403 oven was being started or that a flameout occurred.<br />

However, just as with line 405, the line 403 oven was operating during line cleaning. In addition,<br />

numerous employees reported that the initial flash was observed at line 405—not line 403. Employees<br />

st<strong>and</strong>ing to the north between the two processing lines <strong>and</strong> looking in the direction of line 403 stated that<br />

they turned their heads toward line 405 when they heard the initial explosion.<br />

7.2 Testing of Materials<br />

CSB contracted with a laboratory to test 42 samples of material found in the production area of the<br />

facility. Samples of phenolic resin <strong>and</strong> residual dust were tested to determine their fire <strong>and</strong> explosive<br />

properties. Testing focused on the black resin because it was used on line 405, the probable location of<br />

the initial explosion.<br />

7.2.1 Samples From Facility<br />

Micrographic analysis was conducted on all but two of the samples collected in the production area.<br />

Analysis showed the presence of small particles or “clumps” of melted fiberglass in the samples. The<br />

resin was combined with fiberglass in the normal manufacturing process.<br />

Differential Scanning Calorimetry (DSC) <strong>and</strong> PBD Ignition tests were conducted on 14 samples. Kst,<br />

MEC, MIE, <strong>and</strong> Hot Surface Ignition Temperature of a Dust Layer tests were conducted on 26 samples.<br />

Tests were conducted in accordance with st<strong>and</strong>ards of the American Society for Testing <strong>and</strong> Materials<br />

(ASTM). Appendix B includes additional test results plus information regarding the test apparatus,<br />

sample specimens, <strong>and</strong> test procedures. Table 3 lists key test results for the resin.<br />
