Chapter 8: Infrastructure8.6 RENEWABLE ENERGYPOLICYEnergyEfficientHousing …EnvironmentalManagement..The depletion of fossil fuels and their effects on the environment requires thedevelopment of renewable energy sources/alternative energy technology on alocal; <strong>County</strong> and Country wide basis. <strong>Waterford</strong> <strong>County</strong> <strong>Council</strong> “House ofTomorrow Development” at Crobally in <strong>Tramore</strong> includes 20 Social HousingUnits which contain energy efficient equipment. The thermal performance ofthese units is 20% more effective than the 2002 Department of the EnvironmentHeritage and <strong>Local</strong> Government BuildingRegulation Standards. The <strong>Council</strong> continuesto encourage such energy efficiency in allpublic and private housing. Considerationshall be given to the use of solar panels,domestic wind turbines, geothermal heatingetc in appropriate instances. The <strong>Council</strong> iscommitted to the continued co-operation with<strong>Waterford</strong> Energy Bureau in the promotion ofrenewable energy.Policy:EN1: Ensure high standards of energy efficiency in all housing developmentsand encourage owners and tenants to improve the environmentalperformance of the building stock, including the deployment ofrenewable energy.EN2: Promote sustainable approaches to housing design and construction andencourage responsible environmental management in construction8.7 TELECOMMUNICATIONS AND BROADBANDThe development of a good quality communications network is imperative forattracting major business and industrial development to a town. It will alsofacilitate individuals who may be afforded the opportunity to work from home.POLICYPromoteBroadbandTelecommunicationInfrastructureUnder Phase 2 of the Regional Broadband Programme the South East RegionalAuthority prepared and submitted a bid for funding for the roll out of broadbandto a further nine towns in the South East Region including the town of <strong>Tramore</strong>.Approval was granted for the funding and it is anticipated that the work shallbegin in <strong>Tramore</strong> in December 2006. This will provide <strong>Tramore</strong> with a goodquality communication infrastructure that will be an incentive in attracting newbusiness and investments to the town.Policy :TEL1: To encourage and promote the use of Broadband throughout <strong>Tramore</strong>TEL2: To ensure that all new developments including commercial retail andindustrial make provision on site for telecommunications infrastructure.62
