Chapter 5: Community & Social DevelopmentNine neighbourhood centres have been identified around the town (SeeObjectives Map). The exact location of the neighbourhood centres in the areassubject to Master <strong>Plan</strong>s including the lands zoned under residential phase 2 atMonvoy and Knockenduff shall be determined at Master <strong>Plan</strong> stage.5.4 CHILDCARE FACILITIESChildcare facilities include full day-care and session facilities, services for preschoolchildren and after-school care for school-going children. It coversservices involving the care, education and social integration of children.Childcare facilities: Guidelines for <strong>Plan</strong>ning Authorities (DoEHLG, June 2001),National Children’s Strategy, ‘Our Children – Their Lives’ (Dept. of Health andChildren, 2000) and the <strong>Waterford</strong> <strong>County</strong> Childcare Committee report, ‘<strong>County</strong>Childcare Strategy, 2002 – 2006’, deal with the needs of children. The <strong>Council</strong>will have regards to the above documents and will facilitate, where possible, theprovision of appropriate services. The <strong>Council</strong> shall liase with the <strong>Waterford</strong><strong>County</strong> Childcare Committee on the provision of future services. The <strong>Plan</strong>ningAuthority will direct future childcare facilities into the neighbourhood centresrather than their provision on a piece meal basis in individual housing estates.5.5 SOCIAL INTEGRATIONThe <strong>Local</strong> Authority has an important role to play in counteracting socialimbalances and inequities, through the provision and improvement of social andcommunity services. The implementation of Part V of the <strong>Plan</strong>ning andDevelopment Act 2000-2006 with regard to Social and Affordable Housing willensure a more balanced socio-economic profile in residential developments andwill ensure that public and private housing is better integrated.5.5.1 Traveller CommunityAt present there is no Traveller Community in <strong>Tramore</strong>. However the <strong>Council</strong>will continue to monitor this situation and if and when the need arises shalladdress the requirements of the community.5.5.2 Refugees, Asylum seekers and Immigrants.Atlantic House in <strong>Tramore</strong> currently houses approximately 75 single maleasylum seekers awaiting the outcome of their applications for asylum Asapplications are processed it is likely that there will be a turn over in occupancy.41
