Chapter 5: Community & Social DevelopmentThe two post primary schools are situated on lands that have limited potential forexpansion and growth. The 2002 Census data suggest that the school goingpopulation of <strong>Tramore</strong> is growing therefore it is imperative that provisions bemade to cater for additional pupils in the future. To this end, plans are at anadvanced stage for the provision of an amalgamated secondary school on landsin Ballycarnane. The amalgamated school will be developed through apublic/private “design and build and operate” scheme but it is hoped that theschool shall be fully operational through the life time of this <strong>Plan</strong>.Adult education in <strong>Tramore</strong> iscatered through the CBS Adult andCommunityEducationProgramme. All evening coursescommence in September andJanuary of each year. In addition tothis, <strong>County</strong> <strong>Waterford</strong> VECoperates a number of programmesthrough its Adult Education Centrein <strong>Tramore</strong>. <strong>Tramore</strong> Library islocated to the rear of the Strand <strong>Tramore</strong> LibraryHotel on Market Street. It isrecognized that the current facility is restricted in size for the population that it iscurrently serving and there is a need to provide more spacious and modernaccommodation for the library.POLICYEducationalFacilities…PolicyED1: Ensure, through the zoning of appropriate lands, adequate educationalfacilities to cater for the future population growth within the town andsurrounding areasOBJECTIVEAmalgamationof Schools….ObjectiveEDO1: Support the amalgamation of the secondary schools in <strong>Tramore</strong>5.3 NEIGHBOURHOOD CENTERSTo co-ordinate the provision of community services and facilities in an efficientand sustainable manner, it is proposed to establish neighbourhood centres intowhich basic facilities would be channeled. This would ensure that all areas in thetown would have equal access to facilities and that the facilities would begrouped to minimize journeys. Neighbourhood centres will provide a range ofcommunity facilities to serve the surrounding area. The type facilities/servicesthat are considered suitable for location in neighbourhood centres include:childcare facilities, small food stores, general practitioners, dentist, café andleisure uses etc.40
