Given the limited amount of available land within the town boundary it wasconsidered appropriate to zone lands outside the town boundary. A number ofzoning scenarios were considered. They are listed as follows:• Lands to the west of town;• Lands to the north of town;• Lands to the north east of town; and• Lands to the east of town.It was considered appropriate that lands to the west of the town would not beconsidered for development given the difficulties in servicing the land and locationof local amenities such as the golf course on these lands.It was considered that the remaining three areas investigated could cater for limiteddevelopment but should be the subject of Master <strong>Plan</strong>s to investigate the level andtype of development suitable4: Monitoring measuresThe local authority is the planning authority for the area and has regulatory controlover development within its functional area. The local authority will monitor theimplementation of the plan as required under the <strong>Plan</strong>ning and Development Act.Section 15(1) which states that the local authority is required to take all necessaryactions within its powers to ensure that the objectives and policies of the <strong>Local</strong> <strong>Area</strong><strong>Plan</strong> are implemented and under Section 15(2) of the Acts the planning authority isbound to provide reports to the elected members of the authority on theimplementation of the plan.Therefore monitoring is a continual and on-going process. The local authority willinstigate the Master <strong>Plan</strong> process for lands identified for development at Monvoy,the racecourse and Ballinattin. The Master plan process allows for more detailedanalysis of site specific issues and ultimately directs development in a co-ordinatedand sustainable manner. The master plans will ultimately enable the local authorityto achieve its strategic vision for the Town accommodating the predicted populationgrowth and developing an economic base in order to become an independent andself sustaining settlement.Ultimately the principal mechanism afforded to the local authority for monitoring isthrough the planning process. All applications for planning permission willtherefore be individually assessed by the planning authority against the principles ofthis plan. Proposals which accord with the principles of this plan will in general besupported. Also the local authority will co-operate with all other relevant agenciesto ensure that the environmental impacts of the plan are monitored in accordancewith the regulations.All monitoring aspects associated with the environmental objectives and indicatorsare listed in the table provided overleaf.Water DischargesThe development of a new wastewater treatment system will be a major asset to thetown and is due to be commissioned in 2007.
