Appendix FSEA StatementThe SEA Directive advocates the inclusion of an SEA Statement dealing conciselywith the environmental issues raised during the formulation of the EnvironmentalReport following adoption of the <strong>Plan</strong>. The following statement deals with theissues as required to be addressed and include:• Summary of how environmental considerations have been integrated into theplan;• Summary of how the Environmental Report and the submissions were takeninto account;• Reasons for choosing the plan as adopted;• Monitoring measures.1: Summary of how environmental considerations have been integrated intothe planThe primary objective of the SEA is to provide for a high level of protection to theenvironment and to contribute to the integration of environmental considerationsinto the preparation and adoption of the <strong>Plan</strong>.The core objective of the SEA is to assess the <strong>Local</strong> <strong>Area</strong> <strong>Plan</strong> in terms of its overallenvironmental impact, both positive and negative and to indicate where necessaryhow improvements can be incorporated into the plan to improve the plans’environmental performance.In order to achieve this objective a number of Environmental Objectives, specific toeach environmental topic were devised. These Environmental Objectives are afundamental part of the SEA process. The Objectives were derived throughconsultation between the planning authority, the report authors (guided by SEAguidelines) and are based on the overall strategy of the planning authority tosafeguard the environmental integrity of the area within its functional area.Initially the scope of the Environmental Report was assessed and details providedon the issues of potential concern listed. The Environmental Report attempted in sofar as was possible to establish the significance of these issues and address themaccordingly.The issues identified include:• Damage to Sand dunes/Coastal Erosion- Collection of biological material;- Recreational pressure and associated erosion/damage;- Burning;- Spread of unwanted species.• Flooding- Flooding of area around boating lake;- Combined sewer currently in place restricting capacities of sewerserving existing development.116
