2. Ensure That <strong>Scene</strong> Processing<br />

Is Complete<br />

Principle: The scene may be released only upon conclusion of the<br />

onsite investigation <strong>and</strong> a thorough evidence collection<br />

process.<br />

Procedure: The investigator should per<strong>for</strong>m a critical review of the<br />

scene investigation with all personnel, to include the<br />

following actions:<br />

A. Discuss with team members, including those not present at the<br />

scene, preliminary scene findings <strong>and</strong> critical issues that arose<br />

during the incident.<br />

B. Ensure that all identified evidence is in custody.<br />

C. Recover <strong>and</strong> inventory equipment.<br />

D. Decontaminate equipment <strong>and</strong> personnel.<br />

E. Photograph <strong>and</strong>/or videotape the final condition of the scene<br />

just be<strong>for</strong>e it is released.<br />

F. Address legal considerations.<br />

G. Discuss postscene issues (e.g., <strong>for</strong>ensic testing, insurance<br />

inquiries, interview results, criminal histories).<br />

H. Communicate <strong>and</strong> document postscene responsibilities.<br />

Summary: The investigator will review the scene investigation to<br />

ensure that it is complete <strong>and</strong> that postscene issues are<br />

addressed.
