C. Establish each witness’ relationship to or association with the<br />

D. Establish the basis of the witness’ knowledge: How does the<br />
witness have knowledge of the incident?<br />
E. Obtain statements from each witness.<br />
F. Document thoroughly victims’ injuries <strong>and</strong> correlate victims’<br />
locations at the time of the incident with the seat(s) of the<br />
explosion(s).<br />
G. Interview the medical examiner/coroner <strong>and</strong> hospital emergency<br />
personnel regarding fatalities <strong>and</strong> injuries.<br />
Summary: The investigator must attempt to determine the locations<br />
of all victims <strong>and</strong> witnesses. Victim <strong>and</strong> witness statements<br />
<strong>and</strong> in<strong>for</strong>mation about their injuries may be<br />
essential to establishing the nature of the device <strong>and</strong><br />
the circumstances of the incident.<br />
