NFPA 70E RequirementsThe National Fire Protection Association (NFPA) published the latest edition of the NFPA 70E Standard (Standard for Electrical SafetyRequirements for Employee Workplaces) in 2009. The revised version requires employees to wear flame resistant (FR) protectiveclothing that meets the requirements of ASTM F1506 wherever there is possible exposure to an electric arc flash. It requires employersto perform a flash hazard analysis to determine the flash protection boundary distance. The standard is designed to protectemployees working inside these flash protection boundaries by requiring protective clothing for corresponding Hazard/Risk Categorythat has an arc thermal performance value (ATPV) of at least the value listed in the “Protective Clothing Characteristics” section ofthe standard (see table above). The vast majority of major companies in the U.S. have some employees who work on or near energizedelectrical conductors or circuit parts. In addition, the Department of Energy has required that federal and contractor employeescomply with NFPA 70E and the 2002 National Electric Code (NEC) references the NFPA 70E standard. The costs of running the PPF as an organisation arecontrolled by the management of the PPF workingclosely with the Department for Work and Pensions(DWP). We agree an operating budget with DWPand formally review our performance against thatbudget at least quarterly. We draw down fundsfrom the DWP, usually on a quarterly basis, againstan agreed expenditure forecast in order to pay staff,service providers and other suppliers.The DWP have two sources of funds out of whichthey pay us this money. The money they pay tofund expenditure on our PPF functions is fundedby a levy which DWP raise on PPF eligible pensionschemes, called the PPF Administration Levy.Expenditure on our FAS functions comes fromgeneral taxation. We work particularly hard to makesure we keep our expenditures on PPF and FASfunctions separate so that we can make sure thereis no confusion of levy payer and tax payer funds.The PPF operates a system of delegations ofauthority from the Chief Executive to directorsand other managers responsible for managingbudgets to ensure we have close control overrecruitment, procurement and other expenditurecommitments. Directors and managers receivemonthly reports comparing their actual costs tobudget so that, for example, early action can betaken to avoid overspending.The PPF’s payment practice is to pay our supplierswithin 30 days and we abide by these terms. It isour policy to agree alternative settlement termsfor small and medium sized enterprises. As at 31March 2010, the proportion of amounts owed tosuppliers in relation to invoices paid during the2009/10 financial year, expressed as a number ofdays, is 33/365 days.During 2009/10, we spent £30 million runningthe organisation against a budget of £33 million,including expenditure on FAS from the date wewere appointed its scheme manager.One important measure of our efficiency is theaverage administration cost per PPF member,by which we mean all the members of schemesin PPF assessment periods, and all the members(both deferred and in-payment) who havetransferred into the PPF.
